REPORT on the results of consideration of appeals on corruption facts by the Inspection for Supervision of Mining and Geology for
2025
A total of 64 appeals and complaints were received by the Inspection for Supervision of Mining and Geology for 2025.
When analyzed by region, 6 appeals and complaints were received from the Republic of Karakalpakstan, 2 from Bukhara region, 8 from Jizzakh region, 5 from Kashkadarya region, 4 from Navoi region, 3 from Namangan region, 2 from Samarkand region, 2 from Surkhandarya region, 12 from Tashkent region, 6 from Fergana region and 14 from other regions, of which 4 were appeals about corruption-related offenses.
The analysis of the appeals showed that 18 of them were received through hotlines, 27 through the President's virtual reception, 5 through the Inspectorate's e-mail address, 10 in writing, and 4 verbally (received from personal receptions of citizens).
Appeals on corruption-related offenses were studied in cooperation with the Inspectorate's Anti-Corruption Officer and relevant specialists.
As a result of the study of appeals received through communication channels, service checks were conducted on 4 cases, and the materials collected on 2 cases were sent to law enforcement agencies for legal assessment.
In particular, documents were reviewed from the area of land belonging to the "Kat" Federal Land Management Organization in Karshi district, requesting legal action to be taken against citizen Boltayev Jamshid Pirnazar oglu for illegally extracting a large amount of loess-like bodies (soil) from the area.
During the study, when an explanatory letter was received from citizen J.P. Boltayev, an employee of the Southern Regional Department 3. Khusanov stated that he had received 500 thousand soums from him in exchange for not issuing documents and continuing legal soil excavation, but that he was dissatisfied with the fact that the documents were issued and submitted to the prosecutor's office regarding the identified situation.
In order to verify the arguments given in the explanatory letter by citizen J.P. Boltayev, when the "RedMI Note 11" mobile phone used by the employee of the Southern Regional Department 3. Khusanov was examined in the presence of witnesses and experts, it was found that he had talked 10 times for 12 minutes from 13.11.2025 to 17.11.2025. In addition, it was found that on 14.11.2025, 1 piece of gosura was uploaded to the account of citizen J.P. Boltayev using the "Telegram" messenger installed on the mobile phone of the employee of the Southern Regional Department 3. Khusanov, and on 30.09.2024, a file named CamScanner was uploaded with documents issued by citizen J.P. Boltayev's brother J.Qorayev regarding the illegal extraction of minerals from loess-like bodies (soil).
In addition, during the study of the application of “Oltin Kon” LLC, registered as a legal entity, the following was revealed.
In particular, in June 2025, a special working group of the Inspection for Supervision of the Mining Industry and Geology, in cooperation with the State Security Service of the Republic of Uzbekistan, the Ministry of Internal Affairs and other relevant responsible agencies, carried out operational measures to put an end to the activities of criminal groups engaged in illegal gold mining by arbitrarily occupying the territories belonging to “Oltin Kon” LLC located in the “Quljuqtau” mountain range in the Shafirkan district of the Bukhara region and the “Taushan” mountain range in the Konimekh district of the Navoi region.
As a result of the operational measures taken during the events, 37 persons engaged in illegal activities were detained with material evidence.
During the event, several cars, perforators, compressors, and about 400 bags of ore containing gold and other homemade equipment were seized from this criminal group as material evidence.
It was determined that more than 20 billion soums of damage was caused to the interests of the state and society through illegal activities.
Currently, the Bukhara Regional Department of Internal Affairs has initiated a criminal case under paragraph "b" of part 2 of article 196 of the Criminal Code of the Republic of Uzbekistan and is conducting investigative actions.
Since there were no corruption cases in the applications submitted on the remaining 2 cases, the applicants were given response letters in accordance with the procedure established by law.
The causes and factors of the above-mentioned corruption and other violations of the law were analyzed, and a plan of measures to minimize existing corruption risks for 2025 was approved. Also, several preventive interviews and seminars were held under the leadership of the Head of the Inspection with the participation of the organization's personnel and territorial departments, employees of mining technical inspections on the negative consequences of the cases identified as a result of studying the received appeals, and the issue of strengthening the responsibility of officials in enterprises and organizations.
