In the Republic of Uzbekistan, state administration is organized through three branches of government: the legislative, executive, and judicial branches.
The legislative branch is represented by the Oliy Majlis (Parliament), which consists of two chambers: the lower chamber and the upper chamber. The lower chamber, known as the Legislative Chamber, consists of 150 permanently serving deputies and is primarily responsible for drafting and adopting legislation. The upper chamber is called the Senate and consists of 100 senators. Senators perform their duties without leaving their main occupations, convening periodically to review and approve laws adopted by the Legislative Chamber.
The executive branch includes the Cabinet of Ministers, ministries, agencies, the administration of Tashkent city, and regional administrations. In simple terms, the executive branch ensures the implementation of laws throughout the country.
The judicial branch includes all courts headed by the Supreme Court of the Republic of Uzbekistan. The courts ensure compliance with the law by executive authorities and citizens.
The regional administration (hokimiyat) ensures the socio-economic development of the region and the implementation of the laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, decisions of the Cabinet of Ministers, resolutions of the regional Council of People's Deputies, as well as decisions and orders of the regional governor (hokim).
In its activities, the regional administration is accountable to the President of the Republic of Uzbekistan, the Cabinet of Ministers, and the regional Council of People's Deputies. The implementation of the regional administration's powers is ensured through the activities of the regional governor, deputy governors, heads of local government bodies, district and city governors, permanent and temporary commissions of the regional administration, other working bodies established by relevant decisions, and the administrative apparatus of the regional administration.
The activities of the regional administration are organized by the regional governor. Within the powers established by law, the regional governor issues decisions that are binding on all government bodies, enterprises, organizations, officials, and citizens within the region. Regulatory or particularly important documents of the regional governor are adopted in the form of resolutions, while operational and current issues are formalized through orders.
According to Presidential Resolution No. PQ-3407 dated November 28, 2017, "On Improving the Activities of Local Executive Authorities in Attracting Investments and Introducing Innovations," the tasks, functions, rights, responsibilities, and procedures for organizing the activities of the regional administration apparatus are determined.
In its activities, the administration apparatus follows the Constitution of the Republic of Uzbekistan, the Law "On Local State Authority," other laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis, decrees, resolutions, and orders of the President, resolutions and orders of the Cabinet of Ministers, other legal acts, decisions of the Council of People's Deputies and the governor, as well as the Regulations on the Administration Apparatus of the Andijan Regional Administration.
The administration apparatus provides informational, analytical, legal, organizational, technical, and financial support for the activities of the regional administration. It prepares sessions of the Council of People's Deputies in accordance with its regulations, drafts documents of the Council and the governor, develops practical measures for their implementation, and regularly monitors their execution.
The administration apparatus also provides organizational, technical, and other services to support the activities of the Council of People's Deputies.
The regional administration apparatus carries out its activities in accordance with the Constitution of the Republic of Uzbekistan, the Law "On Local State Authority," Presidential Resolution No. PQ-3407 dated November 28, 2017, the Instruction approved by Resolution No. 140 of the Cabinet of Ministers dated March 29, 1999, regarding records management and monitoring of document execution in the administrations of the Republic of Karakalpakstan, regions, cities, and districts, as well as the regulations of the regional administration. Work related to citizens' proposals, applications, and complaints is conducted in accordance with the Law of the Republic of Uzbekistan "On Citizens' Appeals."
