A republican working group led by the Minister of Internal Affairs, Lieutenant General Pulat Bobojonov, has begun its activities in the Samarkand region to implement the Resolution “On measures to create a safe environment in mahallas of the republic in 2025 and further increase the effectiveness of the system of early crime prevention”.
The first destination was the Urgut district, which is considered to be a remote area of the region. A presentation was made on organized labour migration, the work being done to prevent crime and offences in the "Mergancha" mahalla in the district, and the activities of the "mahalla seven". An ineffective organization of the work method in the mahalla and the unsatisfactory performance of the prevention inspector, which attributed to the classification of the mahalla as 'red', was criticized.
Following this, a meeting was held with the participation of district sector leaders, heads of partner organizations, and representatives of the "Mergancha" and "red" categories of mahallas, at which the essence of this decision was conveyed and the work done by them reviewed.
It was noted that the "road map" of the district governor was approved, and in order to take organizational and legal measures to identify and eliminate the original factors that cause violations, targeted studies were conducted utilizing scientific and practical approaches in mahallas with a severe criminogenic situation with the participation of leaders of seven mahallas experiencing severe criminogenic situations. It was decided in the first quarter of this year that law enforcement centers would be built in the "Dustlik" and "Turtkul" mahallas, and 235 surveillance cameras would be installed in the "red" mahallas of the district. Moreover, 90 facial and license plate recognition video surveillance devices will be installed in the "Yangi Uzbekistan" complex, as well as 50 schools and 25 sports fields in the district. The National Guard will provide protection to 270 residential properties, 28 businesses, and retail outlets. Authorities have been tasked with installing 10 modern intercoms in the entrance doors of multi-story buildings in the "Yangi Uzbekistan" complex.
Additionally, instruction was given to the authorities during the first quarter to set up 28 "Model Safe Streets" and 102 "Model Safe Walkways" in the district, install video cameras, and monitor the situation.
Furthermore, the authorities were advised to develop a model procedure for preventing crimes and make the "Mergancha" mahalla a model of early prevention.
The next destination was the “Charogbon” mahalla of the Toylok district, where a presentation was held with the participation of district sector leaders regarding the work being done to prevent crime and delinquency as well as the activities of the “mahalla seven”, as well as targeted medical services for alcoholism, drug addiction, mental illness, and other socially vulnerable individuals. A presentation was also made regarding the introduction of an "exemplary safe street" in the "Yangi Uzbekistan" massif in the "Charogbon" mahalla.
At the event, relevant recommendations and instructions were given to those responsible for ensuring the full implementation of early crime prevention based on the “Roadmap” and establishing a social prevention system, creating new jobs, and providing employment opportunities for citizens, particularly youth and women.
Furthermore, members of the Republican working group have been divided into small groups to explain the essence of the resolution to all cities and districts in the region and ensure its implementation.
