Industrial Cooperation and Public Procurement Agency

Today, an online working meeting was held at the Agency for Industrial Cooperation and Public Procurement with representatives of the project team of the French Development Agency (AFD) in the Republic of Uzbekistan.

The meeting was attended by the Director of the Agency, Bakhtiyor Khaydarov, heads of relevant departments, as well as Marina Moreau, the representative of “Expertise France” in Uzbekistan and Head of the Green Economy Technical Assistance Program, Farid Yaker, international expert on sustainable (green) public procurement, and O‘tkirjon Kholbadalov, Deputy Head of the Green Economy Technical Assistance Program.

✅ During the discussion, the following issues were addressed:

• support for green public procurement in Uzbekistan;
• presentation by an international expert on Green Public Procurement (GPP);
• prospects for cooperation within the Green Economy Technical Assistance Program (GETAP);
• review of the Agency’s priority areas for 2026 and measures to achieve the established targets in green public procurement.

🌀 The parties also discussed the following areas of cooperation:

— assistance in engaging consultants;
— exchange of experience and organization of specialized seminars and training sessions;
— conducting comprehensive analytical studies of the public procurement system;
— development of financial and practical technical cooperation.

✍️ In addition, the parties considered the possibility of engaging AFD and Expertise France experts to provide technical assistance in introducing a tagging system for tenders based on green criteria through the electronic public procurement portal (e-procurement), as well as assessing the readiness of the local market for newly introduced categories of green goods and services.

✍️ At the end of the meeting, the parties exchanged views on forming a list of joint projects, identifying priority initiatives, and agreeing on a schedule for future working meetings.
