National Committee on Ecology and Climate Change of the Republic of Uzbekistan

During the preparation of the draft law, at meetings of working groups with representatives of relevant ministries and departments, lawyers and experts, the draft was intensively discussed, and each norm included in it was carefully analyzed by deputies. The draft law was developed based on the principle of "human interests above all".

The draft law provides for the creation of an opportunity for consumers to repay the debt for the waste disposal service within five days after notification of the debt by short message (SMS). And only after that, in case of non-repayment of debts, legal norms aimed at temporarily limiting the acceptance of payments for electricity will be applied.

The document fully strengthens guarantees of consumer rights and also defines that organizations specializing in the disposal of household waste should be responsible for the truthful and correct calculation of payments, and in case of violation of these requirements, the damage caused to the consumer will be compensated.

The adoption of the bill will serve to improve payment mechanisms for garbage collection and removal, as well as improve the quality of services.

The bill was adopted in the third reading and sent for approval to the Senate of the Oliy Majlis of the Republic of Uzbekistan.
