The draft law was developed on the basis of the Resolurion of the President of the Republic of Uzbekistan No. 76 "On measures to protect the environment and organize the activities of state bodies in the field of environmental control" dated December 30, 2021. According to the document, the honorary title "Honored Ecologist of the Republic of Uzbekistan" was established in order to encourage employees of the ecology and environmental protection system who have achieved good results through effective work, further expand the ranks of environmental activists, and support public participation in nature protection.

The title is awarded to individuals who have achieved significant results in the development of ecology and environmental protection, mitigation of the effects of climate change, rational use of natural resources and their restoration, who have shown special initiative in expanding green spaces and landscaping, improving the ecological culture of the population, educating the younger generation in the spirit of respect for nature and attracting highly qualified personnel to the system, as well as eco-activists and public supervisors. 

The adoption of the bill will create a legal basis for encouraging the activities of eco-activists in the field of ecology and environmental protection, as well as enhance the prestige of the industry.
