Leyli Seitova was born on June 23, 1970, in the city of Nukus in the Republic of Karakalpakstan. Graduated from Moscow State University in 1992. She began her career as a teacher at the Nukus branch of the Tashkent Pediatric Medical Institute. At various times, she worked in the foreign economic activity department of the National Bank of Karakalpakstan, the Nukus Agricultural College, the Karakalpak State University, the Treasury Department of the Republic of Karakalpakstan, the Treasury of the Ministry of Finance of the Republic of Uzbekistan, and the financial department of Nukus.
