Burning foliage causes serious damage to the environment. For example, when burning a ton of dry leaves, 30 kg of carbon monoxide is released into the atmosphere. Other substances harmful to human health and the environment are also released into the air, namely sulfur oxide, nitrogen oxide, and organic compounds of complex composition—dioxins.
In addition, the smoke generated by burning foliage reduces the oxygen content in the atmosphere. In particular, smoldering foliage emits poisonous gas. On the other hand, a person inhaling air saturated with harmful substances damages the respiratory tract and central nervous system. At the same time, the risk of dangerous diseases such as lung cancer and bronchial asthma in the body increases.
Harmful smoke from burning foliage is especially dangerous for pregnant women, children, people with cardiovascular respiratory diseases, and those suffering from allergies.
In accordance with article 88 of the Code of the Republic of Uzbekistan on Administrative Responsibility, the burning of stubble, dry leaves, and branches of trees or other plant residues in fields and settlements, leading to pollution of atmospheric air with harmful substances, entails the imposition of a fine on citizens in the amount of from 3 to BCV and on officials—from 5 to 10 BCV.
In case of serious consequences of a fire, criminal liability is applied.
