Systematic measures have been established in Andijan District to ensure the timely and full implementation of the instructions contained in the decrees, resolutions, orders, and meeting minutes of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan.
In particular, based on the tasks defined by Presidential Decree No. PF-6166 dated February 10, 2021, Resolution No. PQ-5132 dated May 31, 2021, and Presidential Decree No. PF-117 dated July 25, 2025, the Andijan District Hokimiyat ensures the timely execution of instructions contained in the decrees, resolutions, orders, and meeting minutes of the President of the Republic of Uzbekistan. Their complete and high-quality implementation is under strict supervision.
According to the analysis, in April 2026, a total of 32 instructions contained in 17 documents of the President of the Republic of Uzbekistan (6 decrees, 3 resolutions, and 8 meeting minutes) were received through the “Edo.Ijro.uz” electronic system.
To ensure the timely and high-quality implementation of these instructions, control plans were developed for each document and forwarded to the relevant departments, organizations, and city and district administrations for execution.
As of today, all 32 instructions have been fully completed.
In addition, during May of the current year, 60 instructions contained in the documents of the President of the Republic of Uzbekistan for which the district administration is responsible, 12 instructions contained in the documents of the Head of the Presidential Administration, and 16 instructions issued by the Cabinet of Ministers were scheduled for implementation. Necessary measures have been taken to ensure their timely and effective execution.
It should be noted that the district administration has introduced a system of daily monitoring and analysis of the implementation of legislative acts and official assignments.
Every Monday, under the leadership of the District Hokim, and every Friday under the supervision of the First Deputy Hokim, the status of executive discipline is critically reviewed and discussed.
To ensure the timely fulfillment of assignments, on the 25th day of each month a list of tasks scheduled for implementation in the following month is prepared and distributed to responsible deputy hokims, department heads, and heads of enterprises and organizations.
Based on this process, calendar schedules and road maps are approved for each responsible executor, and work is organized accordingly.
The analyses help identify systemic shortcomings in ensuring executive discipline, determine their causes, and develop measures for their elimination.
Furthermore, targeted and comprehensive reviews are conducted in district enterprises and organizations according to an approved schedule to assess the implementation of legislative acts and official instructions. In particular, during the first four months of 2026, the implementation status of legislative documents and assignments was reviewed in four organizations, and practical assistance was provided in organizing their execution.
Based on the results of the analyses, discussions, and reviews, disciplinary measures were imposed on one official for failing to ensure the timely and complete implementation of assigned tasks and for delays in their execution, in accordance with the orders of the district administration and the relevant organizations.
Through the “Edo.Ijro.uz” electronic system, the Andijan District Hokimiyat has defined specific tasks aimed at ensuring the timely, complete, and high-quality implementation of the instructions contained in the decrees, resolutions, orders, and meeting minutes of the President of the Republic of Uzbekistan and the Government. The implementation of these instructions remains under continuous supervision.
