Towards a Consistent and Simplified Regulatory Framework in Uzbekistan

🔹 Today, in cooperation with the Ministry of Justice of Uzbekistan, the German Foundation for International Legal Cooperation (IRZ), and the Ministry of Justice of Latvia, an international symposium titled “Towards a Consistent and Simplified Regulatory Framework in Uzbekistan” was held under the EU-funded “Twinning” project.
🔸 The event was attended by representatives of the European Union, the embassies of Germany and Latvia, a deputy of the Legislative Chamber of the Oliy Majlis, international organizations, and officials from more than 20 ministries and agencies.
🔹 The symposium discussed systematization and simplification of legislation, as well as the regulatory impact assessment (RIA) system and prospects for its improvement.
▪️ Since 2021, Uzbekistan has introduced the procedure for assessing legislation and its impact. Starting from 2024, the assessment is conducted based on a preliminary concept before drafting new legislation. As a result, over the past three years, unnecessary legislative proposals were eliminated, saving more than 660 million USD.
▪️ Additionally, more than 35,000 mandatory requirements were reviewed, over 160 permits and licenses were reduced, and nearly 3,000 outdated documents were abolished.
🔹 During the event, experts from Germany and Latvia presented advanced international approaches to simplifying legislation and improving regulatory policy.
🔸 This project marks a new stage of legal reforms in Uzbekistan and contributes to strengthening cooperation with European Union member states.
