In 19 districts and cities of the region, the “Legal Mahalla” project has been fully implemented in 152 neighborhoods during the current year.
During door-to-door visits, monitoring was carried out to ensure that the services for collecting and removing solid and liquid household waste are provided in accordance with the “Rules for the provision of services for collecting and removing household waste” approved by Cabinet of Ministers Resolution No. 95 of February 6, 2019.
Based on the detected violations, 51 enforcement measures were taken against responsible organizations. In “Dostlik” mahalla of Quva district, 425 residents were found to have been charged with an unreal debt of 15.5 million soums, which was canceled based on the submission of the local justice department.
Across the region, 1,229 households were found to have unreal debts totaling 97.5 million soums, all of which were cancelled as a result of the measures taken by justice departments.
In addition, it was discovered that in 74 neighborhoods, waste collection was carried out once a week or even once every 10–14 days instead of every three days as required by law. After the interventions, the schedules were corrected and the system of collecting waste every three days was restored.
Monitoring also revealed that in some neighborhoods, waste collection services were being provided without formal contracts. Consequently, in 55 neighborhoods, public contracts were signed for waste collection services, thereby restoring the utility-related rights of more than 200,000 residents from over 52,000 households.
