At the next meeting of the Legislative Chamber of the Oliy Majlis, the draft Law of the Republic of Uzbekistan “On the Protection of the Population from the Harmful Effects of Noise” was considered on October 7 this year.
According to the draft law, the period during which citizens’ peace and normal rest cannot be disturbed is proposed to be increased from the current seven hours (from 23:00 to 06:00) to eight hours (from 23:00 to 07:00), and on weekends and non-working public holidays — from 22:00 to 09:00. Administrative penalties for disturbing citizens’ peace and normal rest during these periods are being strengthened.
It is also established that in multi-apartment residential buildings, construction and repair works that exceed the permissible noise level may only be carried out on working days between 09:00 and 18:00.
In addition, it is provided that compensation for damage caused by harmful noise shall be recovered through the court, payment of compensation does not exempt from implementing preventive measures, and employees working under conditions with noise levels exceeding the permissible limit shall be paid higher wages in accordance with labor legislation.
The adoption of this law will help create effective legal mechanisms to protect public health and peace from harmful noise impacts.
As a result of discussions, the draft law was unanimously adopted by deputies and sent to the Senate of the Oliy Majlis.
