UAE’s “Zero Bureaucracy” Initiative Experience Being Studied

Officials from the Ministry of Justice, together with representatives of relevant government agencies, are studying the United Arab Emirates’ best practices in improving public services, eliminating bureaucratic processes, and introducing modern digital solutions.
In particular, discussions focused on the mechanisms of the Global Star Rating for Services and Zero Bureaucracy criteria for assessing the quality of public services, Khadamati Service Cards and Service Catalog for systematizing services, as well as the Customer Pulse system, which enables the collection and analysis of user feedback.
Presentations were also held on the potential use of modern Agentic AI solutions in public service delivery.
As part of the study visit, the delegation explored the activities and solutions of the UAE’s Ministry of Energy and Infrastructure, Ajman Police, Federal Authority for Identity, Citizenship, Customs & Port Security, as well as the Ministry of Foreign Affairs’ Smart Mission and Digital Attestation solutions, with a focus on practical approaches to delivering more convenient services to the public.
The discussions also covered the implementation of Uzbekistan’s “Eliminating Bureaucracy – 2030” program, with an exchange of views based on the UAE’s experience.
The best practices being studied will be applied to further improve efforts aimed at simplifying public services, eliminating unnecessary bureaucratic procedures, and creating more convenient conditions for citizens.
