Significant Results Achieved in the State-Funded Legal Aid System

The introduction of a random selection mechanism for assigning lawyers providing state-funded legal aid through the "Legal Aid" Information System has eliminated the practice of using so-called "pocket lawyers."
According to the results of the first half of 2026:
2,517 lawyers concluded agreements to provide state-funded legal aid;
39,656 requests for state-funded legal aid were received, including:
15,646 from courts;
23,665 from inquiry and investigative bodies;
345 submitted by citizens.
Based on these requests, state-funded legal aid was provided in:
32,695 cases to suspects, accused persons, and defendants in accordance with Articles 51 and 52 of the Criminal Procedure Code;
6,770 cases to low-income persons registered in the Unified Register of Social Protection;
162 cases to persons receiving psychiatric care;
29 cases to persons whose equal rights of women and men had been violated.
The Departments of Economy and Finance paid UZS 21.5 billion for 31,064 cases.
An online appointment system for access to penal institutions was introduced.
The "Legal Aid" Information System was integrated with the "E-Mahkum" Information System of the Department for the Execution of Sentences.
To date, 622 lawyers have used the electronic appointment system to meet with persons under their legal protection.
An electronic register for providing legal assistance to child victims of violence has been launched.
The Institute for Retraining and Advanced Training of Legal Personnel organized a specialized training course for lawyers on providing legal assistance to child victims of violence.
During the first half of 2026, 35 lawyers were included in this electronic register.
