A seminar dedicated to drafting a new version of the Code on Administrative Responsibility was held in cooperation with the German Foundation for International Legal Cooperation (IRZ).

As previously reported, on May 19–20 an international seminar dedicated to drafting a new version of the Code on Administrative Responsibility was held at the Ministry of Justice in cooperation with the German Foundation for International Legal Cooperation (IRZ).
In particular, the participants exchanged views on Germany’s advanced experience in the field of administrative offences, law enforcement practices, and effective mechanisms for regulating administrative liability.
In addition, international expert Wolfgang Sievert, who has many years of experience in Germany’s judicial and legal system, provided information on the specific features of German administrative liability law, including the delineation between administrative and criminal liability, the distribution of powers between administrative bodies and courts, and effective mechanisms of judicial oversight.
Furthermore, practical cases were used to discuss procedures for reviewing administrative offences in Germany and Uzbekistan. The participants also exchanged views on the liability of legal entities and individual entrepreneurs within Germany’s administrative liability system, the consideration of cases by administrative bodies based on the principle of proportionality, and the digitalization of administrative proceedings.
It should be noted that within the framework of the seminar, First Deputy Minister of Justice M. Istamov held talks with F. Hupfeld, Head of Projects of the German Foundation for International Legal Cooperation (IRZ) in Uzbekistan.
During the meeting, the parties discussed areas of cooperation between the Ministry of Justice of the Republic of Uzbekistan and the German Foundation for International Legal Cooperation (IRZ) planned for the second half of 2026.
At the conclusion of the seminar, practical proposals and recommendations aimed at drafting a new version of the Code on Administrative Responsibility were developed.
