Today, the first day of a two-day international seminar dedicated to drafting a new version of the Code on Administrative Responsibility was held at the Ministry of Justice in cooperation with the German Foundation for International Legal Cooperation.
Representatives of the Ministry of Justice, Supreme Court, Prosecutor General’s Office, and Ministry of Internal Affairs participated in the event, along with professors and lecturers from the Academy of Justice, Law Enforcement Academy, Academy of the Ministry of Internal Affairs, University of Public Security, Tashkent State University of Law, as well as international experts.
During the seminar, discussions focused on priority areas and conceptual approaches for reforming the sector in the process of drafting the new version of the Code on Administrative Responsibility.
In particular, participants exchanged views on Germany’s advanced experience in the field of administrative offenses, law enforcement practices, and effective mechanisms for regulating administrative responsibility.
In addition, international expert Wolfgang Sievert, who has many years of experience in Germany’s judicial and legal system, provided information on the specific features of German administrative liability law, including clearly defining the boundaries between administrative and criminal liability, distributing powers between administrative bodies and courts, and effective mechanisms of judicial oversight.
It should be noted that the seminar will continue for two days, and practical proposals and recommendations aimed at drafting the new version of the Code on Administrative Responsibility are expected to be developed upon its completion.
