According to the MIA, in 2023, 82.7% of the total crimes committed were disclosed, 7,563 individuals on the wanted list were detained, and 450 missing persons were found. As a result of operational-search activities, 6,455 crimes committed using information technology means were detected.
Significant work was carried out in local communities to curb crime. As a result, by the end of 2023, crimes were not committed in 2,972 out of 9,442 neighborhoods, or 31.5%. The number of crimes increased in 2,298 neighborhoods, or 24.3%, which were categorized as "red".
In this regard, as a result of close cooperation with the Ministry of Poverty Reduction and Employment, the Committee on Women and Family Affairs, and the Agency on Youth Affairs, 6,634 women in need of social assistance were employed, and nearly 11,000 people were provided with medical, material, and social assistance.
Protection orders were issued to more than 40,000 women subjected to pressure and violence. As a result of preventive measures aimed at preserving family stability, 17,327 families reconciled, and 1,450 women facing family problems and violence were placed in Women's Rehabilitation and Adaptation Centers.
During the discussions, it was mentioned that, along with positive achievements, there are certain shortcomings, unresolved issues, and unutilized opportunities in preventing offenses and their prevention.
Specifically, in 2023, 104,096 crimes were registered in the country, 74,202 of which, or 71.3%, were committed within the reporting year.
The total number of crimes per 100,000 population in the country was 289. This negative indicator was 735 in Tashkent city, 415 in Tashkent region, 378 in Syrdarya, and 328 in Fergana.
Due to the lack of activity of prevention inspectors, crimes that could have been prevented still constitute a significant portion of the total crimes.
In this regard, due to the high negative indicators in Tashkent city, Tashkent, Fergana, and Syrdarya regions, a working group consisting of representatives of the relevant ministries and agencies conducted studies in Fergana and Syrdarya regions on this direction from February 15-20 of this year. The studies provided necessary instructions and recommendations for promptly eliminating many identified shortcomings.
Therefore, at the Committee meeting, reports from the heads of the Internal Affairs Directorates of Tashkent city, Tashkent region, and the Fergana and Syrdarya regions were heard.
The failure to timely resolve conflicts and disputes within families, unnoticed by community activists and the general public, results in the commission of very serious crimes.
For example, in the 12 months of 2023, 141 of the 363 murders committed, or 38.8%, resulted from family and domestic disputes.
For instance, on January 17 of this year, in the Samarkand region, a mentally ill citizen, registered at a psychiatric hospital since 2014, killed his 26-year-old son, also registered at a psychiatric hospital since 2019, by hitting him on the head with an axe during a domestic argument. Such cases indicate the need for urgent and definitive measures to reduce crimes among close relatives.
Moreover, the increase in crimes committed by youth and minors by 5.3% in 2023 compared to 2022, and the high number of crimes committed by minors in certain regions, show that not enough attention has been paid to resolving the problems of the youth.
Additionally, the fact that nearly 12,000 unemployed individuals committed crimes indicates that issues of employment are not being effectively resolved locally.
Another concerning issue is the increasing number of road traffic incidents day by day.
Due to the lack of effective and comprehensive control over passenger safety on roads, more than 16 million violations were recorded in 2023, including over 13 million serious violations, nearly 42,000 cases of driving under the influence, and more than 300,000 pedestrian violations.
As a result, 9,839 road traffic incidents occurred, injuring 9,209 citizens and resulting in the death of 2,282 individuals.
Most distressingly, in 2023, 1,794 road traffic incidents involving children occurred, injuring 1,568 children and resulting in the death of 263 children.
The majority of complaints received by the Senate of the Republic of Uzbekistan from the public relate to the misconduct of police officers, especially the rude behavior of road-patrol service personnel towards road users.
Therefore, the Committee plans to thoroughly study the factors causing public dissatisfaction with road traffic safety, particularly the condition of radars on roads, their installation standards, and discrepancies in laws and regulations.
During the meeting, senators focused on forming an uncompromising attitude towards crime among the population, preventing crimes, and protecting the rights and legitimate interests of citizens. Relevant recommendations were given in this regard.
Accordingly, joint efforts with responsible ministries, agencies, and public organizations will continue to analyze crimes committed by women, minors, and youth, especially those unemployed, as well as crimes resulting from family relationships, to identify and eliminate the causes and factors leading to these incidents.
A relevant decision reflecting the Committee's specific proposals and recommendations on the discussed issue was adopted.
