ADDRESS BY THE HOKIM OF YASHNABAD DISTRICT TO THE RESIDENTS AND ENTREPRENEURS OF THE DISTRICT
2026-09-12 23:55:00 / Statements and speeches of administration

Dear residents of our district, esteemed entrepreneurs and members of the business community!
The President of the Republic of Uzbekistan has identified increasing the well-being of the population, reducing poverty, ensuring employment, and creating favorable conditions for entrepreneurship as among the highest priorities for district hokims.
During the visits of the President of the Republic of Uzbekistan to the Almazar District of Tashkent, specific tasks were identified for every street, mahalla, school, and preschool educational organization.
I have also been entrusted with an important task:
“Every district hokim must present and defend before the local Council a clear plan specifying what changes will take place on which street and when, and make this information public. Only then will residents themselves be able to monitor the timely completion and quality of every project.”
Based on this instruction, we have identified the key priorities for the socio-economic development of our district.
Therefore, today I am presenting to you not a formal report, but a concrete action plan aimed at addressing the real problems of every mahalla, every street, and every family.
FIRST. OPENLY ADDRESSING THE PROBLEMS THAT NEED TO BE RESOLVED
To move forward, we must first openly acknowledge the existing situation, shortcomings, and challenges in our district.
Although the district has numerous markets, retail outlets, and service facilities, it currently lacks modern shopping complexes.
There are also a number of other pressing issues:
-
In recent years, a significant number of multi-storey residential buildings have been constructed and commissioned. However, the provision of new residential areas with the necessary social infrastructure — schools, kindergartens, and medical facilities — still does not fully meet current needs;
-
In the mahallas of “Uchchinor”, “Tovkenteppa”, “Tashisti”, “Jarboshi”, “Hilol”, “Argin”, “Bog‘bon”, and “Mohirlar”, work to ensure access to clean drinking water has not yet been fully completed, while sewerage networks are either unavailable or insufficiently developed;
-
Although there is a demand for more than 5,000 specialists with secondary specialized education, existing technical schools and vocational training centers do not yet offer enough modern professional programs that meet the requirements of today's labor market;
-
The territorial separation of the Yashnabad District Hokimiyat and various government agencies creates additional inconvenience for citizens and entrepreneurs, resulting in unnecessary travel and loss of time. This has a negative impact on public satisfaction.
I openly acknowledge these shortcomings.
I will mobilize all available resources and opportunities to address them and take full personal responsibility for their resolution.
SECOND. INFRASTRUCTURE AND IMPROVEMENT OF THE URBAN ENVIRONMENT
Systematic measures will be implemented in the mahallas to improve public amenities, sanitation, green spaces, and the safety of the urban environment.
The current year's program includes the improvement of Korasuv, Alimkent, and Ohangaron Shoh streets, as well as the area along the Korasuv Canal.
However, our work will not be limited to these areas.
Improvement works will also begin on Mirzo Ulugbek, Mavlono Riyoziy, S. Mashhadiy–Oltintepa, Maxtumquli, Parkent, Avisozlar, Birlashgan, and Beshariq streets.
As part of this work:
-
15.3 km of roads and pedestrian walkways will be constructed or renovated;
-
510 lighting facilities and 20 security cameras will be installed;
-
225 retail and service facilities located on the first floors of buildings will be brought to a unified architectural and visual standard;
-
750,000 square meters of territory will be landscaped and greened;
-
500 public seating areas will be installed;
-
6 green parks and 1 artificial pond will be created;
-
8 24/7 gastronomic streets will be established;
-
new opportunities will be created for 130 business entities.
Information about the responsible deputy hokim, contractor, and the start and completion dates of works on each street will be publicly displayed on the information boards of the respective mahallas.
In all 67 mahallas of the district, targeted improvement programs will be implemented based on the model of the “Qichqiriq” mahalla in Almazar District. Every project will be discussed with the participation of mahalla activists.
Improvement and landscaping works will continue as part of the “40-Day Priority Campaign”. Particular attention will be paid to preparations for the autumn-winter season and ensuring its safe and stable passage.
I personally take responsibility for ensuring the stable operation of energy and utility infrastructure and for preparing the district for the autumn-winter season.
In addition, working groups will continue their ongoing efforts to identify and eliminate illegal constructions.
THIRD. ECONOMIC GROWTH, INVESTMENT AND JOB CREATION
As part of our efforts to reduce poverty, measures will be taken to increase the incomes of 844 residents from 1,211 low-income families, as well as 191 residents from 275 families living on the poverty threshold.
In total, the incomes of 1,035 citizens are planned to be increased.
At the same time:
-
6,129 unemployed citizens will be employed;
-
6,828 self-employment projects will be implemented;
-
154 family entrepreneurship projects will be developed.
Opportunities will be created to adapt the first floors of multi-storey residential buildings for retail and service activities without formally converting them into non-residential premises. There are approximately 7,000 apartments in the district with such potential.
The limit for unsecured loans available to entrepreneurs has been increased from 100 million to 200 million soums.
The construction of 2 major modern shopping complexes will begin in the district. They are expected to accommodate more than 1,000 business entities and create more than 2,000 new jobs.
This year, in cooperation with 8 banks, the businesses of 600 new entrepreneurs will be launched, creating 2,500 jobs.
DISTRICT ADMINISTRATIVE CENTER
A District Administrative Center will be constructed on a 1-hectare plot of vacant land reserved by the district hokimiyat in the “Uchchinor” mahalla.
Following the relocation of the district hokimiyat and government agencies to the new administrative center, the buildings that become vacant will be put up for public auction in accordance with established procedures.
In addition, 15 state-owned facilities belonging to various organizations and currently operating below their full capacity will be offered for auction not as vacant land, but as ready-made investment projects.
A total of 800 million US dollars in investment will be attracted to the district's economy. In addition, an individual investment plan worth 37.7 million US dollars will be implemented to create additional value.
By the end of the year, we will ensure:
-
industrial production reaches 40.2 trillion soums;
-
industrial growth reaches 110 percent;
-
the volume of services reaches 27 trillion soums;
-
growth in the services sector reaches 117.4 percent.
These results will enable us to work towards transforming Yashnabad District into a territory free from poverty and unemployment by the end of the year.
Taking into account the district's internal potential and opportunities, we also intend to transform Yashnabad into a center capable of providing employment opportunities for residents of Tashkent Region through newly created and existing vacancies.
As part of this initiative, 5,000 unemployed residents from the region will be attracted and employed by 60 enterprises operating in the district.
By the end of the year, I personally take responsibility for providing 5,000 people with stable sources of income.
FOURTH. EDUCATION, YOUTH AND SOCIAL INFRASTRUCTURE
Construction of a new preschool educational organization with a capacity of 360 places will begin in the “Qalqon” mahalla.
A non-governmental preschool educational organization with 200 places will be built in the “Bog‘bon” mahalla, fully meeting the local demand for preschool education.
In addition, by the end of the year, targeted projects for the construction of 1 state and 2 private preschool educational organizations will be launched in the most densely populated mahallas.
Furthermore, 15 currently closed groups at state preschool educational organizations No. 373, 421, 557, and 558 will be renovated, creating an additional 450 places.
MODERN VOCATIONAL TRAINING FOR YOUNG PEOPLE
To provide young people with modern professional skills, modern vocational training courses with a capacity of 200 students will be launched by the end of the year in 5 professional fields.
CREATING BETTER CONDITIONS FOR STUDENTS
Today, 9,100 students are studying in our district. Taking into account that students live in 120 student accommodation facilities and approximately 1,000 students live in rented housing, a dedicated system will be established within one month to address students' living and educational conditions.
As part of this system, particular attention will be paid to maintaining clean public spaces, establishing book cafés, organizing cultural events, and developing the necessary infrastructure for students.
FIFTH. MODERN GOVERNANCE AND PERSONAL RESPONSIBILITY
The principle of “from appeal to result” will be introduced for every citizen's request.
Using the capabilities of the Situation Center, artificial intelligence, and digital monitoring systems, I will personally monitor every appeal and project in real time.
The personal responsibility of managers will be strengthened. Weekly and monthly performance reviews will be conducted for the implementation of every assigned task.
For every project mentioned above, the responsible person and specific deadline will be publicly announced.
On the appointed date and time, I will present the first progress report at a meeting of the local Council. For every project whose deadline has been missed, I will personally explain the reasons for the delay.
By the end of 2026, we guarantee the achievement of the established objectives. In 2027, we plan to implement 45 new projects worth a total of 262 million US dollars in the fields of economy, education, healthcare, and ecology, taking the work already underway to a new level.
