History of the Women's Committee
Step 1:
After the Republic of Uzbekistan gained state independence, on December 27, 1991, at the Termez Conference of Women of Uzbekistan, the Women's Committee of Uzbekistan was established as a public organization.
In those years, it was known as the Republic Women's Committee, and Halima Xudoyberdieva was elected as its first chair. (There are insufficient substantiated sources on this conference. The national database Lex.uz contains information that the committee was registered as the Women's Committee in the Presidential Decree of 1992 (http://old.lex.uz/docs/2391972). On the eve of March 8, 1993, the Presidential Decree on awarding a group of women (http://old.lex.uz/docs/2385674) mentions the name of the Women's Committee of the Republic of Uzbekistan. This means that the committee has been operating for many years.)
Stage 2:
In 1995, the Chairperson of the Women's Committee was designated as the concurrent Deputy Prime Minister (http://old.lex.uz/docs/181343). On the ground, the chairmen of the committee's territorial departments were deputy khokims.
From 1994 to 2004, Dilbar Gulyamova headed the department.
Step 3:
Presidential Decree No. 34-34 of May 25, 2004, "On Additional Measures to Support the Activities of the Women's Committee of Uzbekistan" (https://lex.uz/docs/-214651) establishes that the expenses of the structure of the working apparatus of the Women's Committee are covered by the budget.
From 2004 to 2018, when this Decree was in effect, Svetlana Inomova, Farida Akbarova, Elmira Basitkhanova, and Tanzila Norboeva headed the system.
Step 4:
In accordance with Presidential Decree No. UP-5325 of February 2, 2018, the activities of the Women's Committee have been raised to a new level.
Structurally, it was further strengthened.
Tanzila Norboeva headed the system from June 2017 to 2019, and Elmira Basitkhanova from June 2019 to February 2020.
Stage 5:
In 2020, the Women's Committee was abolished, and the Ministry for Mahalla and Family Support was established by a corresponding Decree (https://lex.uz/uz/docs/4740345).
Stage 6:
On March 1, 2022 (https://lex.uz/ru/docs/5884143), by Decree of the President of the Republic of Uzbekistan, the State Committee for Family and Women of the Republic of Uzbekistan was established.
Based on this Decree, the positions of Deputy Prime Minister of the Republic of Uzbekistan - Chairman of the State Committee for Family and Women, Deputy Chairman of the Council of Ministers of the Republic of Karakalpakstan - Chairman of the Committee for Family and Women, Deputy Hokims of regions and the city of Tashkent - heads of departments for family and women, Deputy Hokims of districts (cities) - heads of departments for family and women were introduced, and the management system in the committee's activities was improved. Separate staff positions have also been allocated to the committee's regional branches.
From March 1 to December 30, 2022, Zulakho Makhkamova served as Deputy Prime Minister of the Republic of Uzbekistan - Chairperson of the State Committee for Family and Women.
Step 7:
On December 21, 2022 (https://lex.uz/uz/docs/6324756), based on the Decree of the President of the Republic of Uzbekistan, it was transferred to the jurisdiction of the Ministry of Employment and Poverty Reduction as the Committee for Family and Women.
Step 8:
On December 21, 2023, by Decree of the President of the Republic of Uzbekistan (https://lex.uz/docs/6704824), the subordination of the Committee for Family and Women was transferred from the Ministry of Employment and Poverty Reduction to the Cabinet of Ministers.
Since November 21, 2024, the Committee has been headed by Deputy Prime Minister Zulayho Makhkamova.
