Committee of Family and Women of the Republic of Uzbekistan

In recent years, as a result of the systemic reforms created by the President of our country Shavkat Mirziyoyev on the basis of the priority directions of state policy in the field of women, large-scale work is being carried out in our country aimed at strengthening the family and increasing the role of women.

 

International and national legal instruments such as the Declaration of Human Rights, the UN Sustainable Development Goals, the Convention on the Elimination of All Forms of Discrimination against Women (SEDAW), the Beijing Platform for Action, which provide for the expansion of the rights and interests of women, cover the interests of women.

Also, a national program is being implemented to increase the activity of women in all spheres of the country's economic, political, and social life.

In this regard, a national experience - the Uzbekistan model was created.

In our country, a regulatory framework has been created in the direction of protecting the rights and legitimate interests of women, and 100 about documents have been adopted.

In 2024, 21 normative legal acts were developed.

In the 1st quarter of this year, 6 regulatory legal acts were adopted.

The "Uzbekistan - 2030" strategy sets specific goals for strengthening the system of support for women, ensuring their rights and legitimate interests, increasing their social, economic, and political activity, and ensuring gender equality.

I. Continuing the policy of ensuring gender equality, increasing the socio-political activity of women, and implementing reforms to support them.

Today, we gratefully acknowledge that our esteemed women are making a worthy contribution to the rapid development of our Motherland in various spheres and sectors.

Most importantly, our intelligent, knowledgeable, and talented women are setting an example in all spheres of the state and society.

For example, women make up 38 percent of deputies of the Legislative Chamber of the Oliy Majlis, 27 percent of members of the Senate.

Such large-scale work is widely recognized at the international level, positively influencing the authority of Uzbekistan in the international arena, its place in international ratings and indices.

Since 1997The International Ranking of National Parliaments (IPU Parline) publishes a monthly ranking of the percentage of women in parliament.

In this ranking, Uzbekistan rose from 52-position in 2023 year to 38-position among 183 countries in the world, and rose to 14position.

The Gender Equality and Governance Index (Gender Equality and Governance Index - GEGI) assesses countries in order to identify successes and shortcomings in achieving gender equality in five main areas - governance, education, labor, entrepreneurship and prevention of violence .

According to the achieved positive result, Uzbekistan rose from 103-position in 2022 to 52-position.

Gender audit is conducted in state bodies and organizations that are instruments for ensuring gender equality in our country (conducted in the Ministries of Economy and Finance, Transport, Poverty Reduction and Employment, Mining and Geology, Healthcare ), gender legal expertise of normative legal acts organized,gender statistics is maintained .

2022-2024 Years Ranked in the Personnel Reserve 150 candidates were trained in the "School of Women Leaders" training course at the Academy of Public Administration under the President, of which 55 candidates were appointed to leadership positions.

The systematic training of women leaders in developed countries of the world has been established. In particular, more than 30 internships for women leaders were organized in Austria, Czech Republic, Latvia, Turkey, Korea, China, Japan, Germany, Italy, Norway, Finland, Albania, Moldova.

While the proportion of women in ministerial and ministerial-equivalent positions in 2018 was almost 3 %, it is noteworthy that over the past period it has doubled 7.7 %.

The majority of mahalla chairpersons and members of the "mahalla seven" are women. Including 2025 years As of 1 March, 1.419 number mahalla chairman (15%), 870 number youth leader (9%), 351 number assistant governor (3.7%) are women.

The share of women in the field of management has reached 35 percent, in the field of entrepreneurship 45 percent . In particular, when analyzing the share of women by sector, in the field of medicine 74.8 percent, in the field of education 71.1 percent, in the economy and industry 46.8 profitz, in agriculture 43.2 percent.

A "Women's Encyclopedia" was created, aimed at further enhancing the role of women in state and public administration.

In about 400 government agencies Advisory Councils on Equal Rights and Opportunities for Women and Men have been established.

In 2025, in this direction, in assessing the performance indicators of state organizations and managers, a proposal will be developed to designate the social activity of women in the organization, the proportion of women among employees and the state of support for their activities in leadership positionsas a separate indicator.

Field of study:

In recent years, opportunities for women to receive quality education have been expanded in our country.

If we educate one girl, we will educate the whole family. If the family is educated and enlightened, then the consciousness and cultural level of society will also rise.

For this purpose, out of 200 university students in our country, 52 % (783 thousand people) are women. In the past year alone, about 15 thousand women100 billion soumsof tuition fees were paid

In 2024 year 82 thousand student girls studying in higher educational institutions, technical schools and colleges were allocated 7 interest-free 969 billion soums educational credits for a period of 969 soums.

In 2022-2024, 397 thousand people 7 interest-free 4.3 trillion soums educational loans were allocated.

18.481 female from low-income families were issued a commendation of the committee for admission to higher educational institutions on the basis of an additional state grant, and 1.801 female of them were admitted to higher educational institutions on the basis of a state grant.

In 2020-2024, on the recommendation of the Committee on Family and Women, 8.653 women in needentered higher educational institutions on the basis of a state grant.

5 years of work experience, but without higher education 398 women were admitted to higher education based on the recommendation of the committeepayment contract.

In 2022-2024, on the recommendation of the Committee on Family and Women, 1.256 womenentered higher educational institutions on a paid contract basis.

1983 people needy, single women and girls who have lost their breadwinner based on the committee's recommendation the contract payment was reimbursed from local budget funds.

In 2021-2024, the contract fees of about 6 thousand needy, single women and girls who have lost their breadwinner were covered from local budget funds.

This year, the following measures will be implemented to ensure women's access to higher education:

firstly,in order to achieve the maturity of our girls, who are future mothers and educators of the future, expand their coverage in higher education, teach foreign languages and modern professions in each mahalla, effective motivational and awareness-raising work will be established about all the benefits and opportunities available for them to receive education in educational institutions ;

secondly, in order to expand the number of girls enrolled in higher education this year, girls studying in the upper grades of each school will be trained for higher education based on an individual approach (variant curriculum);

thirdly, 30 thousand women in need of social protection will be enrolled in information technology training courses free of charge.

II. Strengthening the educational and upbringing potential of the family, preserving family values in society, improving the spiritual and moral atmosphere in families and increasing the level of their well-being.

The issue of women and the family is a decisive factor that determines not only our present, but also our future. Preserving family values in our society and improving the spiritual and moral environment in families are more relevant today than ever before.

For this purpose, the activities of the "Women's Enlightenment" Scientific and Creative Women's Public Council , consisting of women scientists, writers, and socially active women, have been established under the Committee for Family and Women.

Attention is paid to creating the necessary conditions for improving the socio-spiritual environment in mahallas, raising children, further enhancing the spirituality of the family and women, and uniting the efforts of active and proactive women.

In order to encourage exemplary families and promote their lives to the general public, 208 families were awarded the "Exemplary Family" badge, According to the results of the "Exemplary Family of New Uzbekistan" review-competition, the number of such families increased to 40 thousand.

Members of the "Wise Women" movement, uniting women with extensive life experience and initiative, capable of supporting women's activity in creating a new spiritual space in society, having an educational impact on raising children, family, and women's spirituality " 200 thousand reaches.

A system of incentives has been introduced for proactive members of the "Wise Women" movement and women activists of mahallas based on the results of each six-month (semi-annual) period.

Now, every year, initiative members 468 of the "Wise Women" movement and 300 women activists of the mahalla will be encouraged.

The Committee, together with the responsible ministries and agencies, approved and implemented comprehensive programs of measures in the following areas: "We are all responsible for the strength of the family," "Healthy family - healthy society," "Measures to prevent early and close marriages." 3

On this basis, 257 about thousand spiritual, educational, and cultural events were organized in mahallas, labor collectives, and educational institutions. They have 4.5 million. More than people participated.

In order to organize work on preparing young people for family life based on new approaches, the Sergeli experiment was introduced. As a result, 155 thousands more than young people entering into marriage were trained, and this indicator increased 1.7 times compared to 2023 year. Today, together with the Ministry of Justice, a draft normative document is being prepared to raise the quality of education to a new level.

In order to strengthen the educational and upbringing potential of the family, systematic work with conflict families, and improve family well-being, Family and Women's Centers are being created. To date, such centers have been established in 21 districts (cities).

In these locations:

organization of training on family law, family economics, family psychology, reproductive health of the family;

providing mediation, methodological, consultative, and practical assistance to families in dispute regarding family divorce;

strengthen adherence to the principles of responsible parenting;

organization of individual measures aimed at changing the behavior of persons who have committed violence and are prone to violence (aggressor);

assistance in preventing situations that negatively affect the stability of the socio-spiritual environment in families and other measures are being implemented.

The Senate of the Oliy Majlis approved the draft law developed by the Committee on the simplified procedure for the consideration by the court of cases on divorce at the request of the victim of victims of domestic (household) violence, compulsory placement in a dwelling in a dwelling, placement in a dwelling with adequate conditions or with rent paid by the owner of the dwelling. In this regard, we express our gratitude to the deputies of the Legislative Chamber who participated in the improvement of this draft.

In addition, new methods of working with families based on the "Malaysian experience" are being implemented.

At the same time, measures are being taken to increase the economic capabilities of families, the responsibility of parents for the strengthening of the child and family, and to protect them from harmful, destructive ideas through modern information technologies.

The experience of 23 advanced foreign countries on pre-trial settlement of family disputes was studied, and methodological recommendations were developed to provide methodological support for the introduction of family mediation in the mahalla.

Innovative and 10 practical projects on the topic "Prosperous Family - the Foundation of the Future" were implemented, web platform "Strengthening Family Values," mobile application "My Family," electronic monitoring map of changes in regions with early marriages and early births and multimedia productswere created;

5 in directions 500 close to spiritual values to the "Family Values Collection"analysis of family values, infographics and useful resources in countries around the world;

"Family Learning Platform" - https://oilamalaka.uz has been launched. It contains lecture texts, presentations, handouts on the topic of strengthening the institution of the family, socio-economic and political topics 20 close, 12 video lessons.

Legal and psychological services have been established in mahallas. During the "House-to-House" campaign and mobile receptions on "Family Strengthening Day," more than 30 thousand families on the verge of divorce were reconciled. 13.796 marriages of unregistered families were legalized.

In cooperation with state and non-state television and radio channels, more than more than more than 100 talk shows and round tables were organized on social issues related to ensuring family stability.

Taking into account the role of mothers in raising family awareness, the traditional "Reading Mothers" Day, held every month on the 17-date , continued, and more than 15 thousand reading mothers with housewives were involved.

The Committee has conducted an inventory of programs aimed at preserving the family for near years, and in cooperation with the Ministry of Justice, a draft Presidential Decree is being developed to further improve the current legislation.

In order to improve the socio-spiritual environment in families, the composition of the Advocacy Group conducting spiritual and educational work among women has been completely reformed based on new approaches.

The program of promotional activities "Enlightened Family" was approved, and based on this program, in the following districts of the city of Tashkent: "Enlightened Family," "We are responsible for the future of the country!" "If we unite - we are one people, if we unite - we are the Motherland!" Cultural and educational events were organized on the topics .

Within the framework of the "Women - Continuers of Values" project, presentations of healthy religious beliefs, national values, customs, and rituals were held.

At the Kokand University, a spiritual and educational event was organized on the topic "Improving the Socio-Spiritual Environment in Mahallas" with the participation of general education school principals, mahalla women's activists, members of the "Wise Women" movement, and otinoyis.

At the training seminar held in the cities of Kokand and Margilan, literature and methodological manuals on the topic total 1.800 copies were distributed to the heads of higher and vocational education, preschool and school education organizations.

In Andijan, Namangan, Bukhara, Kashkadarya, Surkhandarya regions and Tashkent city, spiritual and educational events were organized on the topics "Prevention of Fanaticism Among Women," "Woman - Promoter of Enlightenment".

At these events, the sharp increase in such situations among women today  as the distortion of the criteria of a fanatical worldview and national values, dressing contrary to our values, and the issues of the educational struggle against them were discussed.

More than 8.5 million women were involved in the national festival "Khan Atlas," which has become a tradition at the republican level. On Fridays The promotion of national costumes is coordinated by the family and women's system.

Women's activists, wise women and elderly mothers appeal received. This appeal was read at a republican seminar held with 200 about thousand intelligent women, 149 about thousand women propagandists, 3 about thousand otinoyis, family and women's system officials.

Within the framework of the nationwide project "Green Space," women actively participated in the planting of fruit and ornamental tree seedlings in mahallas and regions under the slogans "Mothers towards Green Space," "Mothers' Contribution to the Beauty of Our Country," "My Gift to My Grandchild," "A Garden Remains from the Good," "From Every Woman - 5 Saplings."

In this regard, the following is planned to be implemented in 2025:

In accordance with the instructions of the Head of State dated 2025 year 7 March , special approaches will be taken to expand the ranks of exemplary families in mahallas, and measures will be taken to bring their number to a minimum of 160 thousand .

In order to prepare young people for family life, prevent family conflicts, and provide legal, medical, and psychological assistance to women, "Family and Women's Centers" will be established in all districts. They will implement educational programs on responsible parenting, parental support, and working with conflict families;

The "Safe Family" module will further enhance individual work with representatives of conflict families;

in order to prevent family divorces, one day a week legal and psychological services for young families will be provided at the mahalla citizens' assembly;

Spiritual and educational events, contests, and podcasts aimed at promoting national values and traditions, such as "Joziba," "Xonatlas," "Valuyalar jilosi," , "Ayol ma'rifati," "Tarix taxtidagi ayollar," are organized;

Maternity benefits for women working in the private sector are paid from the budget.

Also, "Green Space" based on the nationwide project "Mothers for Green Space," "Mothers' Garden," "Family Gardens" will be created.

III. A number of measures have been taken to increase the socio-political activity of women.

Today, our passionate girls are making a worthy contribution to the development of New Uzbekistan. This was once again clearly demonstrated at the Summer Olympic and Paralympic Games in Paris.

Our courageous athletes Diyora Keldiyorova, Asila Mirzayorova, Nurkhon Kurbanova, Svetlana Osipova, Ziyodaxon Isakova, Kubaro Khakimova, Guljanoy Naimova, Sofiya Burkhanova, Kumushkhon Khodjayeva, Shakhimakhon Yigitaliyeva, Roza Kuziyeva, Muslima Odilova, Mokhigul Khamdamova, Nurkhon Kurbanova have shown true heroism and opened a glorious page in the history of our national sport.

In 2024, the procedures for awarding the Zulfiya State Prize have been further improved.

In particular, the Decree of the Head of State dated February 7, 2024 By Decree No. 34, the information technology direction was included in the Zulfiya Prize nominations as the 8-direction .

By the Resolution of the Cabinet of Ministers No. 731 of November 1, 2024, the procedure for selecting, processing, and submitting documents for applicants for the Zulfiya State Prize has been improved, and the criteria for evaluating the achievements, scientific, creative, and practical work of applicants in the areas have been established..

In the preliminary selection stages for the Zulfiya State Prize in 2025 , about 77 thousand girls participated, of which 6.647 participated in the district (city) stages , 1.365 participated in the stages of the Republic of Karakalpakstan, regions and the city of Tashkent. Among them, 343 of the candidates recommended for the award by the Republican Commission in 8 areas 28 were awarded the Zulfiya State Prize by Presidential Decree.

Women who have shown activity and initiative in the life of society and the state, who have made a worthy contribution to the formation and strengthening of the well-being of the family, the protection of motherhood and childhood, as well as mothers of military personnel and Olympic and Paralympic champions whose children died in the name of the Motherland, were awarded the breastplate "Mötabar Ayol."

III. Providing comprehensive assistance to women in acquiring professional skills, finding decent work, and supporting their entrepreneurship.

Last year, a number of measures were taken to ensure women's employment, the formation and development of entrepreneurial skills, and training in professions in demand in the labor market. Including:

Assistance was provided in ensuring the employment of 923.369 people women.

Specifically:

257.171 employed to permanent jobs;

284.041 person trained in vocational and entrepreneurial skills;

224.495 women women 5.1 preferential loans in trillion soumsare allocated;

55.118 women women 290 billion soums subsidies were allocated;

102.544 women were involved in paid public works.

In order to widely involve women in sericulture, 967 thousand women were employed in silkworm rearing.

1055 in more than mahallas centers for ensuring employment and strengthening the health of women opened. In them, 26.870 women underwent vocational training, and 22.117 women were involved in health improvement.

Last year, State Labor Inspectorate conducted 18.807 studies on the protection of women's labor rights.

During the control measures, 3745 written instructions, 77 submissions and 1566 administrative fines were applied to officials who committed violations against women.

Workplaces of a total of 131 thousand women engaged in informal labor activity were registered.

In order to promote the employment of women, 6 district experience was popularized throughout the republic.

In particular, the experience of Saykhunabad in creating more than three sources of income in households, the experience of Jondorin ensuring women's employment through the development of crafts, the experience of Nishon, Shofirkonin increasing household incomes, the experience of Baghdadin organizing cooperatives aimed at ensuring women's employment, the experience of Shakhrisabzin establishing an embroidery school and sheep wool processing were popularized.

In cooperation with the Ministry of Digital Technologies A unified automated monitoring information platform "Ensuring Women's Employment" was launched  (www.ayollar-bandligi.uz) and integrated with the relevant systems.

The number of self-employed women in our republic as of 2025 1-January 1.9 million (42 percent), individual women entrepreneurs 121 thousand (43 percent)

Special attention is paid to the participation of women engaged in entrepreneurial activity and those who have just started their activities in bringing products and services to the market and participating in electronic trading.

As of January 1 of the current year, 9 thousand female business entities have registered on special information portals on public procurement.

In order to support business projects of women entrepreneurs and women wishing to engage in entrepreneurship, together with economic agencies, "Women's Business Support" meetings and dialogues were organized in all regions of the republic.

In the process of these dialogues, the problems of 3.246 women entrepreneurs, artisans, advanced home-based workers, and women wishing to engage in entrepreneurship were solved.

Including:

1.646 women were allocated loan funds for entrepreneurial projects, 610 women were allocated subsidy funds;

403 women wishing to engage in entrepreneurial activity 23.7 thousand sq.m. area rented out;

81 people women were allocated land for farming, 140 peoplethe period of use of buildings and land plots was extended;

94 those whose issues related to training, construction costs, and overtax collection have been resolved.

980 women engaged in entrepreneurial activity grant funds were allocated from the State Fund for Supporting Family and Women.

In 2024 by the Head of State Total at the expense of the Fund for Reconstruction and Development of the Republic of Uzbekistan for increasing the economic activity, vocational training and ensuring employment of women, and their wide involvement in entrepreneurship according to the Resolution of the President of the Republic of Uzbekistan dated March 7, No. PP-122<4 100 million US dollars in credit resources were allocated.

This year On March 7 The Presidential Decree "On Additional Measures to Support the Development of Women's Entrepreneurship" PQ-96 was adopted, and it was determined that credit resources in the amount of 200 million US dollars will be allocated for women's entrepreneurial projects. This is twice as much as last year.

Within the framework of these funds:

2 million women will be employed, of which 1 million 300 thousand women will be involved in entrepreneurship.

National Bank in the service sectorwill support projects of at least 200 thousand women;

JSCB "Turonbank" provides low-cost loans to 150 thousand women in limonchilik;

JSCB "Microcreditbank" in poultry - 160 thousand people;

JSCB "Sanoat Qurilish Bank" in the cultivation of vegetables and seedlings- 160 thousand;

"People's Bank" in the cultivation of grapes, broccoli and local cabbage- 150 thousand;

"Agrobank" in the direction of horticulture - 144 thousand;

"Business Development Bank" in the cultivation of greens, bell peppers, eggplants and tomatoes - 94 thousand;

Asakabank in pharmaceuticals and viticulture - 82 thousand;

Aloqabank will help employ 58 thousand women in IT, beekeeping and fruit crops.

In addition, all efforts will be made to achieve the main target indicators of support for women this year based on the Decree of the Head of State "On Measures for Further Improvement of the Family and Women Support System" 2025 year 14 March PQ-103. In this case:

Ensuring employment of 2 million women;

250 thousand people training of women in professions and entrepreneurship;

Enrollment of 250 thousand women in higher education;

50 thousand people work on organizing motivational seminars on the rehabilitation of women in need in sanatoriums and the formation of their entrepreneurial skills will be carried out jointly with the responsible ministries and departments.

Also, the Cabinet of Ministers approved and implemented the 2025 Program for supporting women, ensuring their employment, protection from harassment and violence, strengthening the institution of the family..

Within the framework of this program:

139.396 women will be involved in vocational training;

134.400 women will be trained in entrepreneurial skills and financial literacy;

According to the Saykhunabad experience , 96.629 unemployed women will be trained in beekeeping, poultry farming, greenhouse farming, fish farming and other areas;

3.862 households small production workshops (processing of fruits, vegetables, dairy products, weaving, sewing, etc.) ;

692.712 people in the care of silkworms, 55 thousand people in the cultivation of mulberry seedlings;

to train women to earn income in growing trees and flower seedlings with forestry 13.120 ;

"Centers for Ensuring Employment and Strengthening the Health of Women" will be created in 1160 mahallas ;

promotes the creation of handicraft and industrial centers in the district (city) based on the principles of public-private partnership .

In order to develop women's entrepreneurial activity, close cooperation will be ensured with "Hamroh" Limited Liability Company and the Council of Women Entrepreneurscreated under the Chamber of Commerce and Industry.

IV. Protection of motherhood and childhood, improvement of the quality of medical and social services, ensuring a healthy lifestyle between them.

In recent years, systematic work has been carried out in our country to protect motherhood and childhood.

To protect motherhood and childhood, 230 maternity institutions and 245 pediatric institutions serve the population.

At the same time, women's consultation rooms "" operate in primary healthcare institutions, prenatal screening rooms ", and oncological screening rooms operate in district (city) multidisciplinary central polyclinics.

8500 patronage midwives have been established as part of "Medical Brigades"trained by trainers with the participation of experts from Belarus, Turkey, Germany, and Lithuania.

In order to prevent unwanted pregnancy
4.5 million women of childbearing age were covered by contraceptives.

For women of childbearing age "Procedure for working with women requiring medical care" was developed.

"Healthy family - the foundation of the future," "Together we will fight against early and close-kinship marriages" brochures, Medical information materials on the topic "Principles of reproductive health" were developed and delivered to women's activists in all mahallas.

The working group of the Cabinet of Ministers has developed a project "Responsible Parenting" aimed at taking into account the socio-economic capabilities of the family when making independent and conscious decisions on the protection of motherhood and childhood, strengthening reproductive health.

According to it, educational programs will be introduced for educational institutions, organizations, departments, and business entities.

For the convenience of the population, a "Responsible Parenting" mobile application will be created. Video lessons, presentations, videos, and podcasts on topics from responsible parenting programs will be posted on the platform.

Within the framework of the project, video lessons have been prepared on the topics "Parental Reproductive Health," "Modern Protection Against Unwanted Pregnancy," "Principles of Safe Motherhood" , as well as educational manuals "Parental Economic Literacy," "Ensuring a Healthy Lifestyle in the Family," "Parental Reproductive Health" .

Throughout the year, training sessions will continue in mahallas, enterprises, organizations, and higher educational institutions to raise awareness and socio-medical literacy of young families in responsible parenting;

 

In this direction, the following is planned to be implemented in 2025:

for the protection of women's health, the protection of motherhood and childhood, improving the quality of reproductive services, for the birth of healthy children medical-neighborhood-family cooperation will be developed;

measures will be defined to increase the coverage of women of fertile age with contraceptives to 55 percent;

for the purpose of early detection of oncological diseases among women, 1.9 million women aged 30-50 years for cervical cancer and 1.7 million women aged 45-65 years are involved in oncological screening and other examinations ;

in primary healthcare 2.267 "Healthy Family Consultations" (voluntary family planning, healthy eating, training in the requirements of a healthy lifestyle);

measures are established for the preventive examination of women of fertile age;

3.4 million women women requiring reproductive counseling;

Educational programs on compliance with reproductive health rules will be introduced for female students.

In all mahallas 4 million women will be involved in mass sportscompetitions;

In educational institutions and labor collectives, sports halls are used, in gymnastics, competitions in traditional sports, and healthy walking events are held .

V. Providing socio-legal and psychological assistance to women in difficult social situations, providing them with targeted support through the "Women's Notebook."

In recent years, consistent reforms have been carried out in our country to strengthen social protection of the population, expanding the scope and types of social services provided by the state to citizens.

The activities of the Republican Commission for the Systematic Resolution of Women's Problems and Their Social Support have been established.

2024 5-stage "Women's Notebook" 995.239 women were provided with assistance.

Of these, 548,857 were employed in new jobs and public works. 35.968 were allocated preferential loans to establish entrepreneurial activities.

404.523 women who do not have a breadwinner, women with disabilities and children with disabilities.

5.891 people of women in need of housing 432 people were provided with housing, Rent compensation was paid to 5,459 people.

210.575 women and their 48.595 minor children underwent medical examination .

180.224 womenlegal assistance was provided including the payment of funds for obtaining a birth certificate or a civil passport, and alimony payments were collected.

3.065 women and minor children were funded for surgery and treatment and returned to a healthy life.

Funds of the State Targeted Fund for Supporting the Family and Women 1.707 women from low-income families underwent surgery.

4.647 people women and minors with disabilities provided with rehabilitation tools.

Part of the tuition fee was paid to 388 women studying in higher educational institutions and 150 childrenof women in the "Women's Notebook" .

Also, "Travel around New Uzbekistan!" During the year, under the motto , trips were organized for women included in the "Women's Notebook"30.268 women to picturesque places, recreation areas, and historical cities of our country.

Employees of the Research Institute of Family and Gender, together with women activists, conducted a study of the problems, needs, and interests of women in mahallas through research aimed at systematic analysis and problem-solving.

As a result of the studies, existing problems and causes were analyzed, and a methodological guide entitled "Prevention of dependency among women" was developed.

In order to provide socio-psychological support to women and their families who have left their place of residence for a long time, in particular, their minor children 32.301 who received various assistance.

On September 18, 2024, the Cabinet of Ministers adopted a resolution "On addressing the problematic issues of Uzbek women in difficult life situations abroad".

By this resolution:

measures for the implementation of the "roadmap" for 2024-2025 to address the problematic issues of Uzbek women in difficult life situations abroad;

A schedule has been approved for providing comprehensive assistance to Uzbek women facing difficult situations in foreign countries for various reasons, and for organizing mobile receptions in cooperation with foreign diplomatic organizations.

Visites were organized to Turkey, the Russian Federation, and Korea, and "Roadmaps" were approved and systemic measures were defined to provide assistance to Uzbek women and their minor children..

In this direction, the following is planned to be implemented in 2025:

Firstly, more than 1 million women in difficult social situations Women's Notebook will receive targeted support. In this case, In accordance with the Decree of the Head of State 2025 year 30 January PF-17, the provision of assistance from the "Women's Notebook" funds is ensured in accordance with the Unified List of Assistance Provided:

Specifically: Together with the Commission for Socio-Economic Support of Women 636 thousand womenwomen included in this register will be provided with income-generating work;

For reference: 162.046 women providing social assistance in the form of non-surgical treatment and reimbursement of surgical treatment costs;

Compensation for rental housing for women 4.061 provision of social assistance in the form of payment;

4321 one provision of social assistance in the form of allocation of funds for the repair of women's housing;

Social assistance in the form of one-time material assistance is provided to 94.990 people women.

From 2025 year, the provision of socio-legal and psychological assistance to women in difficult social situations, their targeted support through the "Women's Notebook" will be transferred to a unified electronic service system in the above 6 categories.

50 thousand people Along with restoring the health of women listed in the "Women's Notebook" and women in need at recreation centers in the Tashkent region, motivational seminars for psychological support and entrepreneurship will be organized;

secondly, social and psychological work is carried out with women and their family members who have left their place of residence for a long time;

thirdly, in foreign countries for various reasons for women from Uzbekistan who find themselves in a difficult situation, mobile receptions are organizedand they are assisted;

15 thousand one needy single women and girls who have lost their suppliers will be reimbursed for higher education contract payments.

VI. Creating an atmosphere of intolerance towards harassment and violence against women in society, ensuring the rights and legitimate interests of women.

In the new Uzbekistan, a legal and institutional framework based on international standards has been formed to ensure and comprehensively protect the rights of women and children.

In our renewing Uzbekistan, In order to implement the idea that "Honoring women is a criterion of goodness and justice" , a system for protecting the legitimate interests of women, providing social, legal, psychological, and medical assistance has been established.

Last year alone, 2 Law, 1 Presidential Decree, 2 Cabinet of Ministers Decreewas adopted to prevent harassment and violence.

Based on these documents, the rights and legitimate interests of women and children are protected.

In order to protect women who have suffered from harassment and abuse, "protection orders" have been issued to 55.757 women who have suffered from harassment and abuse.

Most importantly, 22.527 families reconciled and 28.193 original causes of dispute resolved.

9,275 people who received protection orders were referred to the abusive perpetrators of harassment and abuse correctional program.

In order to keep records and monitor protective orders "Unified Information System for the Registration of Women Victims of Harassment and Violence" has been implemented.

Through this system, it is possible to obtain data on the republic, accurate statistics on mahallas, districts, cities, and regions in a short time.

To provide prompt and necessary assistance to women in difficult situations , a "Trust Center" with short numbers "1259" and "1286" was created in the system, through which 8.346 women received psychological and legal assistance.

A mobile information system "E-protection" was developed to promptly prevent crimes and violence against women and children.

This system is being piloted in the republic. 12,337 women who have suffered from harassment and violence are connected to this system.

In civil and administrative courts on issues related to family and marital relations 254.447 individuals disputed, of which 248.539 resolved issues.

For information: In 136 259 of the studied families, disputes were resolved, of which 74.278 families were reconciled,43.980 families related to the collection of alimony, 4.400 of themrelated to house placement and 13.601 of themproperty disputes were resolved, 13.057 womenvictims of harassment and violence were identified and protection orders were issued.

Women on preventive registration 7.126 were assisted in employment, 7.485 people received material and social assistance, 1.481 people were identified as needing treatment and sent to medical dispensaries, 1.725 people were assisted in establishing entrepreneurial activities, 603 people were returned to educational institutions, 1.879 people were given practical assistance in restoring their identity documents.

Resolution of the President of the Republic of Uzbekistan "On Organizational Measures to Further Increase the Effectiveness of Early Crime Prevention in Mahallas of the Republic" 2025 year 3 January PQ-1-has become a guide to action for the work to be carried out in 2025.

Cooperation programs have been developed between 25 agencies and organizations within the framework of family and domestic relations and for the early prevention of offenses among women in the regions..

In order to ensure family planning and socio-spiritual stability in families, monthly quality indicators for organizing the activities of "Youth Preparation Centers for Family Life" based on the principle of "family-mahalla-educational institution" have been established in each district (city), and control over their activities has been established.

In order to improve legal culture in the family, preventive and information-educational groups have been formed in mahallas, educational institutions, and all labor collectives to strengthen advocacy campaigns in each region and district (city) .

Qoraqalpogʻiston Respublikasining Xoʻjayli, Surxondaryo viloyatining Jarqoʻrgʻon tumanlarida oila-turmush munosabatlari doirasida va xotin-qizlar oʻrtasida jinoyatchilikni keskin kamaytirish boʻyicha tajribalar yaratildi.

According to it, a system of targeted work with disadvantaged families and women at risk of committing offenses has been established by studying the causes and factors of crimes committed.

In this direction, the following work will be carried out in 2025:

comprehensive measures are being implemented to form a legal culture in families, prevent cases of domestic violence, social rehabilitation of affected women, work with troubled families, and the prevention of offenses among them;

Based on the principle of "Safe migration", 25 thousand women will be trained in foreign languages and professions in demand in the labor market;

Wide implementation of the working methods "Social Prevention - Legal Advocacy - Social Adaptation" to drastically reduce crime among women;

increasing the effectiveness of work with aggressors based on a correctional program systematic implementation of adaptation work with affected women;

Individual work with representatives of conflict families is improved through the "Safe Family" module;

effective promotional work will be carried out in mahallas, schools, and labor collectives (regardless of ownership form) to instill the criteria of "responsible parenting" ;

work is organized to submit submissions and claims to judicial and state bodies for the protection of women's rights;

disputing families are examined in courts and measures are taken to eliminate their problems;

40.705 female measures will be taken to remove women from preventive registration.

With the help of the "E-Social Prevention" system, all necessary measures will be taken to increase the effectiveness of social prevention measures for women who have committed or may commit offenses.

Spiritual, educational, and upbringing work will be strengthened with members of the "Wise Women" movement and other socially active women, assigned as "educators-spiritual patrons" to women on preventive registration and dysfunctional families.

VII. International cooperation:

Last year, women 65 women women (from Turkey 39, from Russia 26) Repatriated. This year, 11citizens from the Republic of South Korea were issued "Return to the Homeland" certificates.

For example, last year, during the meetings of the delegation of Uzbekistan in Istanbul and Bursa, Turkey, 4 documents giving the right to legal residence were formed, 100 more than women were provided with legal assistance, 34 womenwere released from the Silivri deportation center and returned to the Homeland, 3 womenwere released, and 2 patientsin serious condition were brought to Uzbekistan.

International business forums of businesswomen were held with 3 foreign countries (Poland, China, Belarus) .

The Central Asian Women's Forum on improving policy in the field of gender equality, international business forums of Uzbek-Polish and Uzbek-Belarusian businesswomen were held. Following the forum, international memorandums were signed.

In turn, I would like to especially note that following the results of the events, many countries sent special delegations to our country to study the reforms being carried out in Uzbekistan to support families and women and the mechanisms for their implementation.

Memorandums on support for women were signed with 7 foreign countries (Pakistan, Kuwait, Republic of South Korea, India, Belarus, China, Kyrgyzstan) .

In this direction, the following work is planned to be carried out in 2025:

With the participation of grant funds from the World Bank and the Japan Social Development FundWomen in Fergana and Jizzakh regions will be trained in entrepreneurship and provided with assistance in employment within the framework of the project "Expanding the economic opportunities of rural women"1.2 million dollars of foreign grant funds;

Toshkent viloyatining Chinoz, Piskent, Quyi Chirchiq tumanlarida xitoylik investorlar bilan hamkorlikda ipak qurti parvarishi uchun kompleks majmualar tashkil etiladi;

In cooperation with the Food and Agriculture Organization of the UN (FAO), more than 500 women living in rural areas are provided with training and equipment in the fields of beekeeping and nursery .

United Nations Population Fund "Family and Women's Home" will be implemented as a pilot project in the Baghdad district of the Fergana region.

In cooperation with EXIM BANKKorea A "Center for the Formation and Practical Testing of Women's Entrepreneurial Skills" will be built in Karakalpakstan .

In partnership with the U.S. Agency for International Development (USAID), the Family and Women's Committee will establish a media center for gender equality training and online lessons .

VIII. Working with the media, creating a positive image of the family and women in the media space.

The work being carried out to support the interests of the family and women is widely covered in the mass media.

In particular, 21 briefings , 2 press conferences , 2 press tours , and 57 645 creative materials were published.

6.921 material in print media (newspapers and magazines), 7.857 on television and radio, 42 867 material in social networks.

In cooperation with the TV channel "Uzbekistan" a program "Family World" was organized.

In 2025, the following work will be carried out in this direction:

An international briefing will be held with the participation of representatives of the diplomatic corps operating in our country, heads of foreign organizations on the topic "New Uzbekistan, where women are respected - an era of opportunities and privileges";

The programs "Women on the Throne of History," "Women's Enlightenment" and the podcast "Woman and Time" ""Woman and Time", telling about socially active and proactive women who take a worthy part in the life of New Uzbekistan, will be organized.
