International and national legal instruments such as the Declaration of Human Rights, the UN Sustainable Development Goals, the Convention on the Elimination of All Forms of Discrimination against Women (SEDAW), the Beijing Platform for Action, which provide for the expansion of the rights and interests of women, cover the interests of women.
Also, a national program is being implemented to increase the activity of women in all spheres of the country's economic, political, and social life.
In this regard, a national experience - the Uzbekistan model was created.
In our country, a regulatory framework has been created in the direction of protecting the rights and legitimate interests of women, and 100 about documents have been adopted.
In 2024, 21 normative legal acts were developed.

The "Uzbekistan - 2030" strategy sets specific goals for strengthening the system of support for women, ensuring their rights and legitimate interests, increasing their social, economic, and political activity, and ensuring gender equality.
I. Continuing the policy of ensuring gender equality, increasing the socio-political activity of women, and implementing reforms to support them.
Today, we gratefully acknowledge that our esteemed women are making a worthy contribution to the rapid development of our Motherland in various spheres and sectors.
Most importantly, our intelligent, knowledgeable, and talented women are setting an example in all spheres of the state and society.
For example, women make up 38 percent of deputies of the Legislative Chamber of the Oliy Majlis, 27 percent of members of the Senate.
Such large-scale work is widely recognized at the international level, positively influencing the authority of Uzbekistan in the international arena, its place in international ratings and indices.
Since 1997The International Ranking of National Parliaments (IPU Parline) publishes a monthly ranking of the percentage of women in parliament.
In this ranking, Uzbekistan rose from 52-position in 2023 year to 38-position among 183 countries in the world, and rose to 14position.
The Gender Equality and Governance Index (Gender Equality and Governance Index - GEGI) assesses countries in order to identify successes and shortcomings in achieving gender equality in five main areas - governance, education, labor, entrepreneurship and prevention of violence .
According to the achieved positive result, Uzbekistan rose from 103-position in 2022 to 52-position.
Gender audit is conducted in state bodies and organizations that are instruments for ensuring gender equality in our country (conducted in the Ministries of Economy and Finance, Transport, Poverty Reduction and Employment, Mining and Geology, Healthcare ), gender legal expertise of normative legal acts organized,gender statistics is maintained .

Field of study:
In recent years, opportunities for women to receive quality education have been expanded in our country.
If we educate one girl, we will educate the whole family. If the family is educated and enlightened, then the consciousness and cultural level of society will also rise.

This year, the following measures will be implemented to ensure women's access to higher education:
firstly,in order to achieve the maturity of our girls, who are future mothers and educators of the future, expand their coverage in higher education, teach foreign languages and modern professions in each mahalla, effective motivational and awareness-raising work will be established about all the benefits and opportunities available for them to receive education in educational institutions ;
secondly, in order to expand the number of girls enrolled in higher education this year, girls studying in the upper grades of each school will be trained for higher education based on an individual approach (variant curriculum);
thirdly, 30 thousand women in need of social protection will be enrolled in information technology training courses free of charge.
II. Strengthening the educational and upbringing potential of the family, preserving family values in society, improving the spiritual and moral atmosphere in families and increasing the level of their well-being.
The issue of women and the family is a decisive factor that determines not only our present, but also our future. Preserving family values in our society and improving the spiritual and moral environment in families are more relevant today than ever before.
For this purpose, the activities of the "Women's Enlightenment" Scientific and Creative Women's Public Council , consisting of women scientists, writers, and socially active women, have been established under the Committee for Family and Women.
Attention is paid to creating the necessary conditions for improving the socio-spiritual environment in mahallas, raising children, further enhancing the spirituality of the family and women, and uniting the efforts of active and proactive women.
In order to encourage exemplary families and promote their lives to the general public, 208 families were awarded the "Exemplary Family" badge, According to the results of the "Exemplary Family of New Uzbekistan" review-competition, the number of such families increased to 40 thousand.
Members of the "Wise Women" movement, uniting women with extensive life experience and initiative, capable of supporting women's activity in creating a new spiritual space in society, having an educational impact on raising children, family, and women's spirituality " 200 thousand reaches.
A system of incentives has been introduced for proactive members of the "Wise Women" movement and women activists of mahallas based on the results of each six-month (semi-annual) period.
Now, every year, initiative members 468 of the "Wise Women" movement and 300 women activists of the mahalla will be encouraged.
The Committee, together with the responsible ministries and agencies, approved and implemented comprehensive programs of measures in the following areas: "We are all responsible for the strength of the family," "Healthy family - healthy society," "Measures to prevent early and close marriages." 3

organization of training on family law, family economics, family psychology, reproductive health of the family;
providing mediation, methodological, consultative, and practical assistance to families in dispute regarding family divorce;
strengthen adherence to the principles of responsible parenting;
organization of individual measures aimed at changing the behavior of persons who have committed violence and are prone to violence (aggressor);
assistance in preventing situations that negatively affect the stability of the socio-spiritual environment in families and other measures are being implemented.
The Senate of the Oliy Majlis approved the draft law developed by the Committee on the simplified procedure for the consideration by the court of cases on divorce at the request of the victim of victims of domestic (household) violence, compulsory placement in a dwelling in a dwelling, placement in a dwelling with adequate conditions or with rent paid by the owner of the dwelling. The experience of 23 advanced foreign countries on pre-trial settlement of family disputes was studied, and methodological recommendations were developed to provide methodological support for the introduction of family mediation in the mahalla.

At the Kokand University, a spiritual and educational event was organized on the topic "Improving the Socio-Spiritual Environment in Mahallas" with the participation of general education school principals, mahalla women's activists, members of the "Wise Women" movement, and otinoyis.

Spiritual and educational events, contests, and podcasts aimed at promoting national values and traditions, such as "Joziba," "Xonatlas," "Valuyalar jilosi," , "Ayol ma'rifati," "Tarix taxtidagi ayollar," are organized;
Maternity benefits for women working in the private sector are paid from the budget.

III. A number of measures have been taken to increase the socio-political activity of women.

Our courageous athletes Diyora Keldiyorova, Asila Mirzayorova, Nurkhon Kurbanova, Svetlana Osipova, Ziyodaxon Isakova, Kubaro Khakimova, Guljanoy Naimova, Sofiya Burkhanova, Kumushkhon Khodjayeva, Shakhimakhon Yigitaliyeva, Roza Kuziyeva, Muslima Odilova, Mokhigul Khamdamova, Nurkhon Kurbanova have shown true heroism and opened a glorious page in the history of our national sport.

IV. Protection of motherhood and childhood, improvement of the quality of medical and social services, ensuring a healthy lifestyle between them.
In recent years, systematic work has been carried out in our country to protect motherhood and childhood.
To protect motherhood and childhood, 230 maternity institutions and 245 pediatric institutions serve the population.
At the same time, women's consultation rooms "" operate in primary healthcare institutions, prenatal screening rooms ", and oncological screening rooms operate in district (city) multidisciplinary central polyclinics.
8500 patronage midwives have been established as part of "Medical Brigades"trained by trainers with the participation of experts from Belarus, Turkey, Germany, and Lithuania.

The working group of the Cabinet of Ministers has developed a project "Responsible Parenting" aimed at taking into account the socio-economic capabilities of the family when making independent and conscious decisions on the protection of motherhood and childhood, strengthening reproductive health.
According to it, educational programs will be introduced for educational institutions, organizations, departments, and business entities.
For the convenience of the population, a "Responsible Parenting" mobile application will be created. Video lessons, presentations, videos, and podcasts on topics from responsible parenting programs will be posted on the platform.

Throughout the year, training sessions will continue in mahallas, enterprises, organizations, and higher educational institutions to raise awareness and socio-medical literacy of young families in responsible parenting;
In this direction, the following is planned to be implemented in 2025:
for the protection of women's health, the protection of motherhood and childhood, improving the quality of reproductive services, for the birth of healthy children medical-neighborhood-family cooperation will be developed;
measures will be defined to increase the coverage of women of fertile age with contraceptives to 55 percent;
for the purpose of early detection of oncological diseases among women, 1.9 million women aged 30-50 years for cervical cancer and 1.7 million women aged 45-65 years are involved in oncological screening and other examinations ;
in primary healthcare 2.267 "Healthy Family Consultations" (voluntary family planning, healthy eating, training in the requirements of a healthy lifestyle);
measures are established for the preventive examination of women of fertile age;

V. Providing socio-legal and psychological assistance to women in difficult social situations, providing them with targeted support through the "Women's Notebook."
In recent years, consistent reforms have been carried out in our country to strengthen social protection of the population, expanding the scope and types of social services provided by the state to citizens.
The activities of the Republican Commission for the Systematic Resolution of Women's Problems and Their Social Support have been established.
2024 5-stage "Women's Notebook" 995.239 women were provided with assistance.
Of these, 548,857 were employed in new jobs and public works. 35.968 were allocated preferential loans to establish entrepreneurial activities.
404.523 women who do not have a breadwinner, women with disabilities and children with disabilities.
5.891 people of women in need of housing 432 people were provided with housing, Rent compensation was paid to 5,459 people.
210.575 women and their 48.595 minor children underwent medical examination .
180.224 womenlegal assistance was provided including the payment of funds for obtaining a birth certificate or a civil passport, and alimony payments were collected.
3.065 women and minor children were funded for surgery and treatment and returned to a healthy life.
Funds of the State Targeted Fund for Supporting the Family and Women 1.707 women from low-income families underwent surgery.

Part of the tuition fee was paid to 388 women studying in higher educational institutions and 150 childrenof women in the "Women's Notebook" .

Employees of the Research Institute of Family and Gender, together with women activists, conducted a study of the problems, needs, and interests of women in mahallas through research aimed at systematic analysis and problem-solving.
As a result of the studies, existing problems and causes were analyzed, and a methodological guide entitled "Prevention of dependency among women" was developed.
In order to provide socio-psychological support to women and their families who have left their place of residence for a long time, in particular, their minor children 32.301 who received various assistance.
On September 18, 2024, the Cabinet of Ministers adopted a resolution "On addressing the problematic issues of Uzbek women in difficult life situations abroad".
By this resolution:
measures for the implementation of the "roadmap" for 2024-2025 to address the problematic issues of Uzbek women in difficult life situations abroad;
A schedule has been approved for providing comprehensive assistance to Uzbek women facing difficult situations in foreign countries for various reasons, and for organizing mobile receptions in cooperation with foreign diplomatic organizations.
Visites were organized to Turkey, the Russian Federation, and Korea, and "Roadmaps" were approved and systemic measures were defined to provide assistance to Uzbek women and their minor children..
In this direction, the following is planned to be implemented in 2025:

Social assistance in the form of one-time material assistance is provided to 94.990 people women.
From 2025 year, the provision of socio-legal and psychological assistance to women in difficult social situations, their targeted support through the "Women's Notebook" will be transferred to a unified electronic service system in the above 6 categories.
50 thousand people Along with restoring the health of women listed in the "Women's Notebook" and women in need at recreation centers in the Tashkent region, motivational seminars for psychological support and entrepreneurship will be organized;

VI. Creating an atmosphere of intolerance towards harassment and violence against women in society, ensuring the rights and legitimate interests of women.
In the new Uzbekistan, a legal and institutional framework based on international standards has been formed to ensure and comprehensively protect the rights of women and children.
In our renewing Uzbekistan, In order to implement the idea that "Honoring women is a criterion of goodness and justice" , a system for protecting the legitimate interests of women, providing social, legal, psychological, and medical assistance has been established.
Last year alone, 2 Law, 1 Presidential Decree, 2 Cabinet of Ministers Decreewas adopted to prevent harassment and violence.
Based on these documents, the rights and legitimate interests of women and children are protected.
In order to protect women who have suffered from harassment and abuse, "protection orders" have been issued to 55.757 women who have suffered from harassment and abuse.
Most importantly, 22.527 families reconciled and 28.193 original causes of dispute resolved.
9,275 people who received protection orders were referred to the abusive perpetrators of harassment and abuse correctional program.
In order to keep records and monitor protective orders "Unified Information System for the Registration of Women Victims of Harassment and Violence" has been implemented.
Through this system, it is possible to obtain data on the republic, accurate statistics on mahallas, districts, cities, and regions in a short time.
To provide prompt and necessary assistance to women in difficult situations , a "Trust Center" with short numbers "1259" and "1286" was created in the system, through which 8.346 women received psychological and legal assistance.
A mobile information system "E-protection" was developed to promptly prevent crimes and violence against women and children.
This system is being piloted in the republic. 12,337 women who have suffered from harassment and violence are connected to this system.
In civil and administrative courts on issues related to family and marital relations 254.447 individuals disputed, of which 248.539 resolved issues.
For information: In 136 259 of the studied families, disputes were resolved, of which 74.278 families were reconciled,43.980 families related to the collection of alimony, 4.400 of themrelated to house placement and 13.601 of themproperty disputes were resolved, 13.057 womenvictims of harassment and violence were identified and protection orders were issued.
Women on preventive registration 7.126 were assisted in employment, 7.485 people received material and social assistance, 1.481 people were identified as needing treatment and sent to medical dispensaries, 1.725 people were assisted in establishing entrepreneurial activities, 603 people were returned to educational institutions, 1.879 people were given practical assistance in restoring their identity documents.
Resolution of the President of the Republic of Uzbekistan "On Organizational Measures to Further Increase the Effectiveness of Early Crime Prevention in Mahallas of the Republic" 2025 year 3 January PQ-1-has become a guide to action for the work to be carried out in 2025.
Cooperation programs have been developed between 25 agencies and organizations within the framework of family and domestic relations and for the early prevention of offenses among women in the regions..
In order to ensure family planning and socio-spiritual stability in families, monthly quality indicators for organizing the activities of "Youth Preparation Centers for Family Life" based on the principle of "family-mahalla-educational institution" have been established in each district (city), and control over their activities has been established.
In order to improve legal culture in the family, preventive and information-educational groups have been formed in mahallas, educational institutions, and all labor collectives to strengthen advocacy campaigns in each region and district (city) .

With the help of the "E-Social Prevention" system, all necessary measures will be taken to increase the effectiveness of social prevention measures for women who have committed or may commit offenses.
Spiritual, educational, and upbringing work will be strengthened with members of the "Wise Women" movement and other socially active women, assigned as "educators-spiritual patrons" to women on preventive registration and dysfunctional families.
VII. International cooperation:

The Central Asian Women's Forum on improving policy in the field of gender equality, international business forums of Uzbek-Polish and Uzbek-Belarusian businesswomen were held. Following the forum, international memorandums were signed.
In turn, I would like to especially note that following the results of the events, many countries sent special delegations to our country to study the reforms being carried out in Uzbekistan to support families and women and the mechanisms for their implementation.
Memorandums on support for women were signed with 7 foreign countries (Pakistan, Kuwait, Republic of South Korea, India, Belarus, China, Kyrgyzstan) .

In cooperation with the Food and Agriculture Organization of the UN (FAO), more than 500 women living in rural areas are provided with training and equipment in the fields of beekeeping and nursery .
United Nations Population Fund "Family and Women's Home" will be implemented as a pilot project in the Baghdad district of the Fergana region.
In cooperation with EXIM BANKKorea A "Center for the Formation and Practical Testing of Women's Entrepreneurial Skills" will be built in Karakalpakstan .
In partnership with the U.S. Agency for International Development (USAID), the Family and Women's Committee will establish a media center for gender equality training and online lessons .

An international briefing will be held with the participation of representatives of the diplomatic corps operating in our country, heads of foreign organizations on the topic "New Uzbekistan, where women are respected - an era of opportunities and privileges";
The programs "Women on the Throne of History," "Women's Enlightenment" and the podcast "Woman and Time" ""Woman and Time", telling about socially active and proactive women who take a worthy part in the life of New Uzbekistan, will be organized.
