In accordance with the above-mentioned resolution, primary school teachers holding a national certificate are entitled to a monthly allowance amounting to 15 percent of their basic salary rate. The allowance is granted to teachers who obtain a certificate at level B+ or higher.
The inclusion of 90 test questions in the national certification examination for primary school teachers is determined by the objectives of the assessment, the scope of competencies to be covered, and the need to ensure the reliability of the results. The number of test questions is not determined arbitrarily or based on the amount of the allowance. Instead, it is established according to various criteria, including the content of the knowledge and skills being assessed, their level of complexity, and the accuracy of conclusions drawn from the examination results.
According to the examination specification, the 90 tasks are divided into three main areas, with 30 questions allocated to each:
-
Native language — reading literacy and its teaching methodology;
-
Mathematics and its teaching methodology;
-
Assessment of pedagogical skills.
Including a sufficient number of tasks in each area helps reduce the impact of random answers, provide broader coverage of competencies through tasks of varying content and complexity, and ensure the validity of assessment results. Therefore, linking the number of 90 questions directly to a specific percentage of the allowance is not considered a scientifically and methodologically sound approach. The number of questions reflects the need to reliably measure teachers’ professional competencies rather than determine the amount of financial incentive they receive.
The examination places particular emphasis on tasks related to teaching methodology, pedagogical and psychological knowledge, methodological adaptability, and practical situations (case-based tasks). These tasks assess not only teachers’ theoretical knowledge of a particular subject but also their ability to apply this knowledge in the educational process, identify students’ learning difficulties, and select appropriate solutions.
Furthermore, the Regulation approved by Resolution No. 411 of the Cabinet of Ministers dated July 29, 2026, provides for examination fee concessions for certain social categories. In particular, relevant discounts are предусмотрed for persons with Group I and Group II disabilities, as well as for certain families included in the Social Registry.
The national certification system for primary school teachers is aimed at comprehensively assessing their subject knowledge, methodological training, and pedagogical skills, encouraging professional development, and improving the quality of primary education.
