1. On October 15, 2026, issue No. 125 of the Ishonch newspaper published an article entitled “When Will Examinations and the Curriculum Be Aligned?” The article primarily addressed discrepancies between school curricula and the questions used in entrance examinations for higher education institutions. In this regard, we would like to provide the following information.
The development of test questions is governed by a specific legal framework. Currently, the procedure for developing test questions is established by Resolution No. PP-4884 of the President of the Republic of Uzbekistan, dated November 6, 2020.
According to Paragraph 9 of the Resolution, a new procedure has been introduced for developing and reviewing test items for admission to state higher education institutions.
Under this procedure:
-
test items are developed on the basis of state educational standards and curricula;
-
the content of test materials is aligned with the subject curricula of the general secondary education system;
-
competency-based test items are developed to assess not only applicants’ level of theoretical knowledge but also their logical reasoning, ability to solve problems and exercises, and readiness to progress to the next stage of education.
The work in this area is organized by the Agency for Assessment of Knowledge and Competencies under the Ministry of Education and Science of the Republic of Uzbekistan in accordance with the above-mentioned Resolution. The development of test questions and the administration of examinations are carried out in line with the principles of fairness, transparency, and impartiality.
In particular, each test item has its own record containing information such as its author, the curriculum on which it is based, the textbook used, its difficulty level, and other relevant details. Furthermore, test items are added to the question bank only after undergoing multiple rounds of expert review and piloting and meeting the established requirements.
2. Reports have also circulated on various social media platforms about difficulties registering for national certificate examinations, including applicants experiencing problems accessing the website.
As is known, applicants register exclusively through the my.gov.uz portal. Indeed, certain technical disruptions were identified during the registration process via my.gov.uz and were subsequently resolved by the relevant organizations.
On October 16 of this year, a post addressing this issue was published on the official Telegram channel of my.gov.uz: https://t.me/MyGovUz/4069.
According to the post, as of October 16, 2026, more than 203,000 applications had been received for the national certificate examinations in biology, chemistry, mathematics, and physics scheduled for November 2026. Of these, 44,000 applications were submitted through the my.gov.uz portal, while more than 159,000 were processed through the MyGov mobile application.
