On February 25, 2026, a press conference titled “Report on the Activities Implemented in 2025 and Future Plans of the Agency for the Assessment of Knowledge and Competences” was held at the National Press Center.
Information Presented to the Media
The education sector in Uzbekistan continues to develop rapidly. Preschool, general secondary, secondary specialized, professional, and higher education sectors are expanding steadily. Over the past two years, several presidential and governmental decisions have been adopted to promote foreign language learning and introduce admission benefits to higher education institutions. Such reforms are essential for the continued academic development of young people.
During the reporting period, nearly 50 types of examinations were organized, and approximately 1.8 million applicants participated.
Higher Education Admission
In the admission process to state higher education institutions, 671,397 applicants were registered. Of these, 426,685 (63.6%) were current-year graduates and 244,712 (36.4%) were graduates of previous years. A total of 197,685 applicants were recommended for admission. Among them, 101,238 were women and 96,447 were men. Of those admitted, 94,983 received state grants and 102,702 were admitted on a tuition-fee basis.
National Certification (General Education Subjects)
The knowledge level of 545,457 applicants was assessed in general education subjects (biology, chemistry, mathematics, physics, history, geography, native language, Russian, and Karakalpak). Compared to 2024 (136,999 applicants), this figure increased by nearly 75% in 2025.
In 2025, 111,057 applicants submitted documents using national subject certificates, and 62,179 applicants submitted foreign language certificates.
Foreign Language Proficiency
Qualification examinations were conducted in 15 foreign languages across four skills, assessing 360,613 applicants. Compared to 2024, this represents a 33% increase.
Other Examination Categories
• Military education entrance exams – 53,417 applicants.
• Academic lyceums, transfer admissions, nostrification – 88,466 applicants.
• Recruitment for internal affairs bodies and other sectors – 27,022 candidates.
• Presidential Grant, 'El-Yurt Umidi' Foundation, joint programs, second higher education and others – over 90,000 candidates.
Test Development and Analysis
Nearly 45,000 test items were developed for 15 general education subjects, over 9,000 for related languages, more than 4,000 for Eastern, Spanish and Italian languages, and over 17,000 for 35 specialized subjects. Additionally, 1,320 sample test items were piloted, and around 150 test variants underwent statistical analysis.
International Cooperation
An international scientific-practical conference titled “Theoretical and Practical Approaches in the Assessment of Knowledge and Competences” was organized with the participation of representatives from leading international organizations.
The Agency maintains close cooperation with internationally recognized organizations to introduce international examinations, improve assessment systems, develop test materials, and enhance professional capacity.
International Examinations Conducted
Cambridge English Qualifications, Cambridge Teaching Qualifications, TOEFL iBT, iTEP Academic, Attanal Al Arabiy, Oxford Test of English, SAT, DELTA, and CELTA.
Plans for 2026
• National certification exams in 9 general education subjects for approximately 500,000 applicants.
• Foreign language proficiency exams in 16 languages for approximately 350,000 applicants.
• Four sessions of foreign language exams for applicants with disabilities.
• Admission testing for approximately 650,000 applicants to bachelor programs (2026/2027 academic year).
• Development of over 60,000 new test items.
• Certification exams for teachers (music, physical education, primary education).
• Training seminars for approximately 6,000 group supervisors.
• Introduction of state-recognized law certification testing.
• Creation of a unified digital verification system for national and international certificates.
• Expansion of SAT and other international examinations.
• Introduction of multi-level foreign language proficiency assessment in multiple languages starting from 2026.
