Brief information on the Sustainable Landscape Restoration Project of Uzbekistan (RESILAND) (P174135):
Purpose and components of the project. The purpose of the project development (LICHM/PDO) is to expand the scope of sustainable landscape management by selected regions of Uzbekistan and to develop cooperation between the countries of Central Asia on the restoration of transboundary landscapes.
The project for the restoration of sustainable landscapes in Uzbekistan is worth 153 million US dollars.
Of these, $142 million is financed by an IDA loan, $8 million is a grant from the PROGREEN Trust Fund, and $3 million is a grant from the Korea World Bank Cooperation Fund (KWPF).
Structure 1 of the project: Strengthening Institutional and Legislative and Regional Cooperation (US$10.50 million from the International Development Association (IDA); $2.00 million from PROGREEN and $3.00 from the Korea World Bank Partnership Fund). This component finances consulting services, goods, training sessions and seminars, and operating expenses. Subcomponent 1.1 supports the development of legislation, as well as facilitates the creation of a legal and institutional framework for the restoration and sustainable management of forest landscapes in Uzbekistan and enhancing the capacity of key stakeholders to support Uzbekistan's Land Degradation Neutrality (LDN) and Nationally Determined Contribution (NDC) goals. This subcomponent 1.2 constitutes the Information and Communication Technology (ICT) Platform for Forest Landscape Restoration (LLC) and Forest Management, including the National Forest Monitoring System (NLSMS). Subcomponent 1.3 will contribute to strengthening cooperation between Central Asian countries to harmonize policies and strategies and create a regional landscape restoration platform to address emerging new climate threats at the regional level, such as warming, changes in precipitation patterns, and biodiversity loss, as well as drought problems. The regional secondary effectiveness of this subcomponent is related to the consistency of mutual knowledge enhancement and assessment methods for the harmonization of legislation, standards, technologies, and the restoration of the transboundary landscape across the countries of Central Asia.
Project component 2: Landscape (US$84.00 million from the International Development Association (IDA); 6.00 million US dollars by PROGREEN). This component finances work, consulting services, non-consulting services, goods, training sessions and seminars, and operating expenses. Subcomponent 2.1 is the restoration and improvement of forest landscape management. Includes the following activities:
a) development of a system based on a three-stage electronic geographic information system (GIS) as a means of applying tree planting and species selection decisions;
b) planting forests for the purpose of protective (protective) forest restoration; c) activities aimed at ecosystem services, including forest planting activities by the peasant population (GreenWager program), biodiversity enhancement activities, etc.
Within the framework of subcomponent 2.2, attention is paid to strengthening the sources of income created by the population and creating new sources, including grants for the development of small businesses, business training, etc.
Component 3: (US$40.00 million from the International Development Association (IDA)). This component finances consulting services, non-consulting services, loans or grants suitable for business development, training sessions and seminars, and operating expenses. Subcomponent 3.1 is aimed at improving the management of protected areas in Uzbekistan. The protection and management systems of two protected areas under forest management - Zaamin National Park (Jizzakh) and Zarafshan National Park (Samarkand) - will be financed.
Subcomponent 3.2 promotes environmentally sustainable and climate-resilient nature tourism, intended for both local and increasing international tourists.
Investments will be made on the lands of the Bobotog and Uzun (Surkhandarya), Pap (Namangan), Kolgansir (Syrdarya), Kitab and Shakhrisabz (Kashkadarya) forestry funds, as well as on the territories of the national parks of Jizzakh, Samarkand, Surkhandarya, Namangan, Syrdarya and Kashkadarya or adjacent territories.
Project Component 4: Project Management and Coordination (US$7 million from the International Development Association (IDA)). Component 4 of the project will finance consulting services, non-consulting services, goods, training sessions and seminars, and operating expenses. This component provides additional operating costs and training for the project implementation group (LAOG/PIU) and regional level project implementation groups within the International Relations and Ecotourism Development Department (SCF-IRED) of the State Forestry Committee, as well as operating costs for the National Management Committee (NSC) and technical expert group. The Project Implementation Group handles project management, coordination, and reporting assignments, including the preparation of annual work plans and budgets, procurement activities, financial management of project funds (MB/FM), recruitment of external auditors, development and support of the project communication program, as well as the complaints review mechanism, monitoring and evaluation, and reporting. The project implementation team is also responsible for ensuring the project's compliance with environmental and social standards, gender consideration, and citizen engagement.
