Instruction on ensuring the direct participation of information users in open meetings
I. General Provisions
1. The Committee ensures the possibility of participation of citizens (individuals), including representatives of organizations (legal entities), public associations, and self-government bodies, in its collegial meetings.
2. Collegial meetings of the Committee are open to the public, except for closed ones.
II. Informing information users about the holding of meetings
3. The Committee publishes on its website the agenda of open meetings, as well as the schedule of the meeting, indicating the date, time, and place of its holding.
4. The Committee shall equip an information stand at its location, on which information on the agenda, time of the meeting, as well as the open and closed mode of the meeting, shall be posted at least one week before the meeting date.
III. Organization of participation in meetings
5. In order to ensure the participation of citizens and (or) representatives of legal entities in meetings, the Committee enters into the register of those wishing to participate in the relevant meeting. Registration of information about the visitor and the presence of an identity document are grounds for participation in the meeting. The recording includes the last name, first name, patronymic of the citizen wishing to participate in the meeting, the last name, first name, patronymic of the representative of the legal entity - the legal entity, as well as the position held. Providing other information or documents is not required.
6. Based on organizational and technical capabilities, seats for visitors are equipped in the meeting hall. The number of seats for visitors is calculated based on the number of registered ones. The priority of the sequence of placement is determined by the sequence of entry in the registration log.
IV. Procedure for Visitors' Participation in Meetings
7. The participation of individuals and representatives of legal entities in collegial meetings of the Committee should not interfere with their holding.
8. In case of violation of the established procedure for attending the meeting, the presiding officer reprimands the violator, and in case of repeated violation, he/she is removed from the meeting hall.
9. Visitors participating in the meeting have the right to record, as well as to conduct photography, audio and video recording, if this does not interfere with the holding of the meeting.
