Assignment Title: Technical Assistance Partner (TAP) for Social Mobilization and Support to Community-Level Entrepreneurship Development

The Republic of Uzbekistan has received financing from the World Bank toward the implementation of the RESILAND Project and intends to apply part of the proceeds to finance consulting services.
The objective of the Project is to expand areas under sustainable landscape management in selected regions of Uzbekistan and to enhance climate-resilient income-generating opportunities for local communities. This assignment will be implemented under Component 2.2 (“Development of Climate-Resilient Income Sources and Value Chains”) and will cover selected communities in Surkhandarya, Kashkadarya, Samarkand, Jizzakh, Syrdarya, and Namangan regions.
Interested consulting organizations shall provide information demonstrating their qualifications and relevant experience, including but not limited to:

general information about the firm (profile);

core areas of activity;

years of operation;
-
experience relevant to the assignment;
-
composition of key experts;
-
information on regional (local) presence.

Forms of Association
Consultants may associate with other firms in the form of a Joint Venture (JV) or engage subconsultants.
In the case of a Joint Venture, all members shall be jointly evaluated for shortlisting and shall be jointly and severally liable for the assignment. If awarded the contract, it shall be signed by all JV members.
The Expression of Interest must clearly indicate the association structure and specify the roles and responsibilities of each partner and subconsultant. Expressions such as “in association with” or “in affiliation with” may not be considered for shortlisting purposes.
A firm may submit only one Expression of Interest (EOI), either individually or as a member of a JV. A firm participating as a subconsultant may not submit a separate EOI individually or as a JV member. However, a subconsultant may participate in more than one proposal.
Conflict of interest provisions are set out in Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (November 2020).
The Consultant will be selected in accordance with the QCBS (Quality and Cost-Based Selection) method under the World Bank Procurement Regulations dated March 18, 2026.
Shortlisting Criteria
1. General Experience:
-
At least 5 years of experience in consulting services.
2. Specific Experience:
-
Successful completion within the last 5 years of:
-
one contract with a value of at least USD 1 million; or
- two or more contracts with a total value of at least USD 1.5 million.
3. Financial Capacity:
-
Experience in projects financed by international financial institutions;

Evidence of consulting turnover for the last 5 years (in the form of a company-certified statement);

Availability of qualified professional staff.
Note: Key experts will not be evaluated at the shortlisting stage.

Expressions of Interest must be submitted electronically by March 18, 2026, at 16:00 (Tashkent time) to the address below. Late submissions will not be accepted. Documents must be submitted in English.
