📌Main objectives of the resolution:
🔹 Increasing energy efficiency in 1,032 apartment buildings connected to centralized heating networks;
🔹 reduction of accounts receivable by at least 80 percent by fully transitioning funds received from mandatory payments and leasing of common property to a transparent system;
🔹 phased improvement of 10 thousand apartment buildings in difficult condition at the expense of the state budget and international financial institutions;
🔹 Full digitalization of apartment building management processes.
📌Financing of repair and reconstruction works
• In 2026-2030, projects aimed at increasing energy efficiency will be implemented at the expense of 200 million US dollars from international financial institutions;
• 1 trillion soums will be allocated from the republican budget in 2026-2027, and infrastructure facilities will be built and reconstructed in houses and adjacent territories;
In 2026, electronic passports will be developed for houses built before 1991.
📌Full transparency in digitalization and payments
🔹 From July 1, 2026, in the city of Tashkent, and from 2027 throughout the republic:
* Holding general meetings;
• selection of the governing body;
• submission of reports;
* Applications are accepted only through the "My Home" billing system.
Also,
🔹 a separate bank account is opened for each apartment building;
🔹 Mandatory payments are accepted only through bank cards and electronic payment systems;
🔹 all income received from the lease of common property is directed to the account of the homeowners.
📌New requirements and control measures
🔹 installation of video surveillance cameras and intercoms in newly constructed houses will be mandatory;
🔹 managers who identify cases of unauthorized construction and reconstruction are paid 25 percent of the administrative fine as a reward;
🔹 Control over the activities of governing bodies will be strengthened, and public opinion will be taken into account through the "My Home" system.
