- The Government of Uzbekistan has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of US$124,000,000 (One Hundred Twenty Four Million US Dollars only) toward the cost of ‘The Establishment of Tashkent Highly-Specialized Multidisciplinary Hospital’ (hereinafter referred to as the “Project”) and intends to apply a portion of the proceeds of this loan to payments under the contract for the same Project for which this Invitation for Bids is announced.
- The terms and conditions of the contract and payments therefore by the Bank shall be subject in all respects to the terms and conditions of the Loan Agreement, including ‘Guidelines for Procurement under the EDCF Loan’. Except as the Bank may specifically otherwise agree, no party other than the Borrower (The Government of Uzbekistan) shall derive any rights from the Loan Agreement or have any claim to the loan proceeds.
- The Project Executing Agency, the Ministry of Health of the Republic of Uzbekistan, now invites sealed bids from eligible bidders for the construction and Supplying Medical Equipment of the Establishment of Highly-Specialized Multidisciplinary Hospital based on the following information:

- Please note that the total floor area has been calculated in accordance with Uzbekistan’s national standards.
4. This Invitation for Bids is open to bidders only who are the combination of entities in the form of a Joint Venture or Association/Consortium (JVA), which shall cover the role of Construction, Medical equipment supply under an existing agreement or with the intent to enter into such an agreement supported by a letter of intent. The maximum number of firms in a JVA should not be more than Three (3)
5. Bidding will be conducted through Competitive Bidding (CB) procedures specified in the Guideline for Procurement under EDCF Loans, and is open to all eligible bidders that meet the following minimum qualification criteria for each Package.
1) Bidders shall be as follows:
∙ National of the Republic of Korea(including juridical persons incorporated in the Republic of Korea in accordance with its laws; hereinafter the same shall apply)
∙ Foreign corporations in which the nationals of the Republic of Korea hold more than 50% of shares and the foreign subsidiaries of the foreign corporation for which the nationals of the Republic of Korea reserve right to management and business performances of which are vested in the nationals of the Republic of Korea
∙ Consortiums that the national of the Republic of Korea formed to participate in a project with corporations set up in accordance with the laws of the developing country that is the borrower in the concerned project, in which the national of the Republic of Korea holds shares of 50% or more or has the de facto decision-making rights.
2) All pending litigation of a bidder in amount shall not represent more than Fifty percent (50%) of the bidder’s current net worth as resolved against the Bidder.
3) Net worth of a bidder for the last Three (3) fiscal years shall be positive.
(a) Financial status:
- All partners combined in JVA must demonstrate a minimum average annual turnover of US$ 60,000,000 (Sixty Million US Dollars), calculated as the total certified payments received for contracts in progress or completed within the last three (3) years (2022, 2023, and 2024).
- All partners combined in JVA must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:
1. The following minimum cash-flow requirement: US$ 10,000,000 (Ten Million US Dollars); and
2. the Bidder’s current works commitments.
The Bidder shall provide evidence of availability of, or access to, financial resources sufficient to meet any possible cash flow requirements that may arise during the execution of the contract.
In particular, the Bidder shall submit a certificate or letter of commitment from a reputable bank, confirming that the Bidder has financial resources or access to a credit line of at least US$ 10,000,000 (Ten Million US Dollars) to ensure smooth execution of the project
(b) For Construction
- Construction Firm Bidder shall have an experience under construction contracts in role of a main contractor for at least the last five years (5) from the issuing date of the Invitation for Bids and all members who will take the role of construction must meet the requirement.
- Bidders must have successfully completed as a main contractor at least One (1) large general building (but not limited to hospital) construction project in or outside its country with not less than Forty Million US Dollars (US$ 40,000,000) in terms of contract amount for the last Ten (10) years from the issuing date of the Invitation for Bids (at least one partner in the construction JVA must meet the requirement.)
- Bidders must have successfully completed as a main contractor at least One (1) hospital project with gross floor area not less than Twenty Thousand square meters (20,000sq.m) or Two Hundred Beds (200 beds) for the last Ten (10) years from the issuing date of the Invitation for Bids in or outside of its country of origin. (at least one partner in the construction JVA must meet the requirement)
- At least one partner in the construction JVA must have at least One (1) overseas experience under construction contracts in the role of main contract for the last Ten (10) years from the issuing date of the Invitation for Bids.
* “main contractor” is defined as the entity that has held the primary contractual responsibility for the successful completion of a construction project, including management of works, coordination of subcontractors, and direct accountability to the project client. This definition applies to the entire set of bidding documents.
(c) For Medical Equipment Supply
- At least one medical equipment supply partner of JVA shall have experience under medical equipment supplying contracts in the role of supplier for at least the last Ten [10] years from the issuing date of the Invitation for Bids.
- The Bidder should have the medical equipment supplying projects successfully completed in the role of supplier specified below;
- at least one [1] similar M.E. projects (minimum contract amount US$ 5,000,000 [Five million US Dollars ] that have been successfully completed in the last five [5] years (warranty period included) from the issuing date of the Invitation for Bids in or outside of its country of origin. (at least one partner in the medical equipment JVA must meet the requirement).
- In this tender document “Similar M.E. project” means the project including delivery, installation, training and warranty of medical equipment which coincides with not less than 20% of the number of the Major medical equipment to be supplied for the Project. Medical furniture and surgical instruments will not be counted. (Refer to List of Medical Equipment, Section VI. Scope of Works / II. 2.2)
6. Interested eligible Bidders may obtain further information from the Ministry of Health of the Republic of Uzbekistan and inspect the bidding documents at the address below from 0900 to 1700hrs local time
7. A complete set of bidding documents may be obtained by any interested Bidders on the submission of a written application to the address below. Any bidders who want the electronic bidding documents may submit the written application to the address below.
8. Bids must be delivered to the address below at or before 14:00 hours 16 August 2025. All bids must be accompanied by a bid security of Two Million Four Hundred Thousand US Dollars (USD 2,400,000). Late bids shall be rejected. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below at 14:00, August 16th, 2025 .
9. The Ministry of Health of the Republic of Uzbekistan shall not be responsible for any costs or expenses incurred by Bidders in connection with preparation or delivery of Bids.
