1. The Republic of Uzbekistan has received a credit from the International Development Association toward the cost of «Emergency Medical Services» and intends to apply part of the proceeds of this credit to payments under the Contract for “Procurement of ambulance”.
2. The PIU «Emergency Medical Services» now invites sealed bids from eligible and qualified bidders for:

Applicants must submit an offer for the entire lot. Evaluation will be carried out on the whole lot.
3. Under this invitation to bid, it must be submitted a bid for the entire lot quantity. The contract will be awarded to the Most Advantageous Bidder pursuant to technical and financial evaluation (subject to compliance with other requirements) that meets the aggregate eligibility criteria for the lot submitted.
4. Bidding will be conducted through the Request for Bids (open market approach procedures) as specified in the World Bank’s Procurement Regulations: Procurement in Investment Project Financing - Goods, Works and Non-Consulting Services and Consulting Services (July 2016) (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.
5. The Bidding Documents may be obtained by an authorized representative of the bidder from the office stated below upon submission of Bidder’s Authorization to the PIU.
6. Bidding Documents will be available from the date of publication.
7. All bids must be accompanied by an original of Bid Security. The amount of Bid Security shall be not less than equivalent of the following amounts in freely convertible currency:

The Bid Security must be confirmed by a SWIFT message sent by the Bank that issued the guarantee to the Payer's Bank confirming the authenticity of the Guarantee.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
9. Bids must be delivered to the PIU «Emergency Medical Services» (Tashkent City, Kichik Halka Yuli, 2, Republican Scientific Center of \ Emergency Medical Aid, Administrative Building, Second Floor, Room #7, Procurement Department) at or before 3:00 PM (Tashkent time) on December 10, 2024.
10. A complete set of bidding documents in English in pdf format may be sent in e-form to interested bidders upon submission of a written application to the Project Implementation Unit by email: ems_piu@jpib.uz
11. Late bids will be rejected.
Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the Tashkent City, Kichik Halka Yuli, 2, Republican Scientific Center of Emergency Medical Aid, Administrative Building, Second Floor, Room #1, Procurement Department at 3:30 PM (Tashkent time) on December 10, 2024.
