The Ministry of Health, with the support of the Ministry of Economy and Finance, has completed the tender process for the Project, a public-private partnership (PPP) project to build a multidisciplinary hospital in the Fergana region (hereinafter referred to as the Project). The winner of the tender was the company that met all technical requirements and submitted the lowest financial offer – a consortium of companies consisting of VISION INTERNATIONAL INVESTMENT COMPANY (Saudi Arabia) and KOC CONSTRUCTION MEKANIK ELEKTRIK LLC FE ( Uzbekistan ) .
The company will be invited to register a project company in Uzbekistan and sign an agreement with the Ministry of Health within 30 days from the date of announcement of the tender results and publication on the official website of the Ministry.
Under the terms of the agreement, the winning bidder will design, build, finance, equip, and maintain a modern, 800-bed, multidisciplinary hospital in the Fergana region for 20 years, in accordance with international standards.
The project was initiated by the Ministry of Health in pursuance of the Decree of the President of the Republic of Uzbekistan dated August 30, 2024, No. PP-308, "On measures to develop public-private partnerships in the Republic of Uzbekistan for 2024-2030." The project will provide residents of the region and neighboring areas with access to modern, high-tech tertiary medical services, including cardiac surgery, neurosurgery, and organ transplantation. Consolidating existing specialized institutions under one roof and equipping them with advanced diagnostic and treatment equipment will improve the quality of medical services, increase resource efficiency, and reduce the need for patients to travel outside the region or country. The project will serve as a pilot example of a successful public-private partnership in healthcare, creating a model for scaling up modern medical facilities in other regions of Uzbekistan.
Ten companies participated in the tender, eight of which were prequalified , and technical and financial proposals were received from major global companies: the Meridiam Consortium (France) and Ronesans (Turkey); the Plenary Consortium (UAE), YDA Group (Turkey), and Fouad Alghanim Holding (Kuwait); and the KOC Consortium (Uzbekistan) and Vision Investment (Saudi Arabia).
