Uzbekistan Diagnostics Imaging PPP – Market Sounding
The Government of the Republic of Uzbekistan (“GoU”), through the Ministry of Health and the Ministry of Economy and Finance, plans to undertake a Public Private Partnership (“PPP”) project to design, build, finance, operate and maintain several diagnostic imaging departments as well as hire and train medical staff to provide efficient and quality contemporary imaging and nuclear medicine services to patients in three regions of the Republic of Uzbekistan under a long-term public-private partnership (PPP) agreement (the “Project”).
To assist with the selection of a private partner through a competitive tender process, the GoU retained the International Finance Corporation (IFC), a member of the World Bank Group, as its lead transaction advisor. The specialized consultants for the Project are RebelGroup (Netherlands), Management4Health (Germany), Pinsent Masons (United Kingdom) and Kosta Legal (Uzbekistan).
GoU hereby invites all interested parties with experience in imaging diagnostic and nuclear medicine services to submit a preliminary and non-committal indication of potential interest in the Project using below contact details by end day on April 30, 2024.
Following the launch of the Project and pursuant to an international transparent tender process, the GoU will select a winning bidder and sign a long-term PPP Agreement (minimum term is 10 years). The tender is expected to be conducted in two stages, in line with the PPP Law of Uzbekistan. In the first stage, bidders (including consortia) will be shortlisted against prequalification criteria (RfQ). In the second stage, prequalified bidders will be invited to submit technical and financial proposals (RfP).
