Dear Sir/Madam,

On behalf of the Government of Uzbekistan (GoU), represented by the Ministry of Health and the Ministry of Economy and Finance, we are pleased to invite you to the Bidders Conference and the presentation of the Fergana Hospital Public-Private Partnership (PPP) project (the ‘Project’). The event is planned for Tuesday, September 17, in Istanbul, Türkiye.

The PPP Project is to attract a qualified private partner (an individual firm or a consortium) for the design, construction, supply and installation of equipment, capital financing, and facility and equipment maintenance of an 800-bed hospital in Fergana oblast.  The GoU plans to select a winning bidder through a competitive selection process and sign a long-term PPP Agreement.

The tender is to be conducted in two stages, in line with the PPP Law of Uzbekistan. In the first stage, private companies are invited to submit prequalification applications. In the second stage, prequalified companies will submit technical and financial proposals for the Project. The prequalification process will be launched shortly.

The International Finance Corporation (IFC), a member of the World Bank Group, has been retained by the GoU as the Lead Transaction Advisor, to assist with the selection of the private partner. Specialized consultants for the Project are PriceWaterhouseCoopers and Dentons (UK and Uzbekistan).

The objective of the Bidders Conference is to present the Project’s technical, commercial, legal aspects, and the tender process, to assist prospective bidders with the preparation of their RFQ applications. Please refer to the agenda of the event included below.
