MoH: Agreement signed for the construction of a modern 800-bed multispecialty hospital in Fergana

The tripartite agreement was signed by Minister of Health Asilbek Khudayarov, Omar Al-Midani, President and Chief Executive Officer of Vision International Investment Company, and Subutay Güzel, General Director of KOC Construction Mekanik Elektrik Fe LLC.
The ceremony was also attended by Marion Edel, Deputy Head of Mission of the Embassy of Germany in Uzbekistan.
As noted at the event, this public-private partnership project is being implemented at the initiative of the Ministry of Health, pursuant to the Presidential Decree on measures to develop public-private partnerships in the Republic of Uzbekistan for 2024–2030. It is expected to become the largest healthcare facility developed under a PPP model in Central Asia.
The total investment value of the project is approximately USD 300 million, with a construction period of 36 months.
The new medical complex will consolidate five existing specialised facilities in Fergana Region into a single complex, providing the population of the region and neighbouring areas with access to high-technology tertiary care — including cardiac surgery, neurosurgery, organ transplantation, nephrology and orthopaedics.
The complex will also include intensive care beds and emergency medical unit, as well as all supporting clinical services.
The Private Partner — a consortium comprising Vision International Investment Company (Saudi Arabia) and KOC Construction Mekanik Elektrik Fe LLC (Uzbekistan) — will be responsible for the full project cycle.
The project structure was developed with the strategic support of the International Finance Corporation (IFC, World Bank Group) and the financial backing of the German Federal Ministry for Economic Cooperation and Development (BMZ).
Equipping the hospital with advanced diagnostic and treatment infrastructure will improve resource utilisation efficiency, enhance the quality of care, and eliminate the need for patients to travel abroad for treatment.
The new project is recognised as a pilot model of successful public-private partnership in the healthcare sector.
