OPPORTUNITY FOR SELF-TESTING FOR HIV INFECTION THROUGH “TAXOMATS”

Resolution No. PP-14 of the President of the Republic of Uzbekistan, dated 20 January 2023, “On Measures to Further Strengthen the System for Combating Diseases Caused by the Human Immunodeficiency Virus”, provides for the widespread introduction of targeted and adapted self-testing initiatives to detect HIV infection at an early stage among various population groups.
To implement this resolution, the installation of special self-testing vending machines, known as “taxomats”, in crowded public places, airports and railway stations across the country is intended to expand access to anonymous HIV screening, particularly for the population and migrant workers.
Currently, taxomats have been installed at the Republican AIDS Centre, Islam Karimov Tashkent International Airport, and the airports of Andijan, Namangan, Surkhandarya, Bukhara, Kashkadarya, Navoi, Khorezm, Samarkand and Fergana regions, as well as the Republic of Karakalpakstan. A taxomat has also been installed at the Zaamin Sanatorium in Jizzakh Region.
To date, more than 300 people have used these taxomats to conduct HIV self-testing using saliva-based tests.
This testing service is free of charge, convenient, confidential, reliable and quick. It can be carried out safely without the involvement of medical personnel or any invasive procedures. Furthermore, no specialised laboratory equipment is required.
This method is particularly convenient for people who are afraid of needles or blood, or who experience difficulties when providing blood samples. Another important advantage is the time saved: results from saliva-based tests are available in approximately 20–40 minutes.
How to Use a Taxomat
To obtain a saliva-based HIV self-test, a person scans an identity document at the taxomat, collects the test kit and conducts the test independently.
Particular attention is paid to protecting the individual's confidentiality. Identification data obtained from the person's passport are integrated into an electronic system. This information is used exclusively in accordance with established procedures to contact the individual, provide the necessary medical counselling regarding the test results, and refer them for further medical services.
If the saliva-based test result is positive, this does not constitute a definitive diagnosis. The individual is informed of the need to undergo additional laboratory testing to confirm the result and is referred for further medical care.
The individual should contact the relevant regional AIDS Centre and undergo additional laboratory testing. If the diagnosis is confirmed, the person is immediately placed under free medical supervision at the regional AIDS Centre and provided with antiretroviral therapy.
By following medical advice, taking antiretroviral medicines on time and as prescribed, and maintaining a healthy lifestyle, people living with HIV can lead long and healthy lives.
The installation and commissioning of taxomats in all regions of the country is planned by the end of 2026.
