Brief History of the Off-budget Pension Fund under the Ministry of Economy and
Finance of the Republic of Uzbekistan

1919 — The People's Commissariat for Social Security was established. This Commissariat operated on the basis of guidelines and instructions issued by the Russian Social Security Commissariat.

1938 — Following the adoption of the resolution on the establishment of regions, social security departments were organized as subdivisions of the regional executive committees.

July 14, 1956 — The unified law of the former Soviet Union "On State Pensions" was enacted for the first time.

1967 — The Social Security Legal Technicum was opened in Tashkent.

January 14, 1991 — By Resolution No. 9 of the Cabinet of Ministers under the President of the Uzbek SSR, the Uzbekistan Regional Branch of the USSR Pension Fund was established for the first time in Uzbekistan.

December 27, 1996 — By Resolution No. 459 of the Cabinet of Ministers of the Republic of Uzbekistan, the Pension Fund was established under the Ministry of Social Security of the Republic of Uzbekistan on the basis of the Social Insurance Fund under the Cabinet of Ministers of the Republic of Uzbekistan, through the creation of regional branches and divisions under the Ministry of Social Security of the Republic of Karakalpakstan and local social security authorities.

November 15, 2000 — By Resolution No. 444 of the Cabinet of Ministers of the Republic of Uzbekistan "On Further Increasing the Efficiency of the Use of Funds Allocated for the Payment of Pensions and Allowances", the Pension Fund under the Ministry of Social Security of the Republic of Uzbekistan was transformed into the Off-budget Pension Fund of the Republic of Uzbekistan.

October 21, 2004 — By Resolution No. 490 of the Cabinet of Ministers of the Republic of Uzbekistan "On Ensuring Efficient and Strictly Target-Oriented Use of Allocations to the Pension Fund and Establishing Control Thereover", the Off-budget Pension Fund of the Republic of Uzbekistan was transformed into the Off-budget Pension Fund under the Ministry of Finance of the Republic of Uzbekistan, effective from January 1, 2005.

December 30, 2009 — The adoption of Decree of the President of the Republic of Uzbekistan No. UP-4161 "On Measures for Further Improvement of the System of Pension Provision for Citizens" initiated the creation of a new, modern system in this area. In accordance with the Decree, effective from January 1, 2010, the assignment and financing of pensions and allowances, as well as the accounting of compensations and other payments, were transferred from the Ministry of Labor and Social Protection of the Population of the Republic of Uzbekistan to the regional divisions of the Off-budget Pension Fund under the Ministry of Finance.

January 25, 2023 — In accordance with Decree of the President of the Republic of Uzbekistan No. UP-14 "On Priority Organizational Measures for Effective Establishment of the Activities of Republican Executive Authorities", the Ministry of Economy and Finance, along with the Off-budget Pension Fund under the Ministry of Economy and Finance and its regional subdivisions, were reorganized.
