Liability for Violence Against Children Has Been Strengthened

The Law of the Republic of Uzbekistan “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Improvement of the System for Protecting Children from All Forms of Violence” (No. O‘RQ-1180, dated 14 October 2026) has been adopted.
Criminal liability:
🔹 rape of a person under the age of fourteen and the gratification of sexual needs in an unnatural manner against such a person are punishable by imprisonment for a term of fifteen to twenty-five years or by life imprisonment;
🔹 life imprisonment has been established as a punishment for the intentional murder of a minor under aggravating circumstances, terrorism and other cases specified by law;
🔹 a suspended sentence may not be imposed on a person who has committed an intentional crime resulting in the death of a child.
Administrative liability:
➖ parents or persons acting in their place who fail to fulfil their responsibilities for raising a minor child are subject to a fine ranging from five to ten times the basic calculation amount;
➖ where information products harmful to children’s health are distributed, such products are confiscated, while individuals are fined seven times and officials fifty times the basic calculation amount;
➖ individuals who fail to implement or obstruct the implementation of decisions adopted by commissions on children’s issues are fined from three to five times the basic calculation amount. Officials are fined from five to seven times the basic calculation amount.
Employment relations:
➖ if an employee of an educational institution entrusted with the upbringing and education of a child is held liable for committing violence against that child, this constitutes an additional ground for terminating the employment contract.
Protection guarantees:
➖ children who have experienced or witnessed violence are provided with state-funded legal assistance;
➖ in cases involving sexual violence, the participation of a state-funded lawyer is ensured for a minor victim.
