Resolution No. 447 of the Government of the Republic of Uzbekistan, dated August 18, 2026, approved the Administrative Regulation for providing the public service of placing persons without a fixed place of residence in a Temporary Shelter and Social Rehabilitation Center.
📌 According to the Regulation:
🔹 Employees of internal affairs bodies, as well as social workers providing comprehensive social services in mahallas, identify persons without a fixed place of residence in streets, railway stations, markets, underground passages, buildings not intended for habitation, and other public places.
🔹 Identified persons are offered access to the services of the Center.
🔹 An adult person without a fixed place of residence applies directly for placement in the Center. If the person has minor children, they are placed together with the individual.
🩺 A medical examination is also mandatory. Persons without a fixed place of residence undergo a medical examination in the emergency admission departments of medical institutions at the district or city level.
If a person does not require emergency or urgent medical care that would prevent placement in the Center and does not have an infectious disease, the person is admitted to the Center.
📋 After the questionnaire is completed, the person is placed in the Center for 7 days. In certain cases established by law, the period of stay at the Center may be extended for up to 6 months.
In addition, providing the information necessary to complete the questionnaire constitutes the person’s consent to placement in the Center and to compliance with its internal rules and regulations.
🤝 Respecting human dignity and supporting citizens in need of social protection is one of the important responsibilities of our society.
