PREVENTIVE AND CAUTIONARY APPEAL BY THE HEAD OF THE PAKHTACHI DISTRICT INTERNAL AFFAIRS DEPARTMENT

An appeal by Lieutenant Colonel Todjiddin Jurakulovich Eshnazarov, Head of the Pakhtachi District Internal Affairs Department, regarding the crime situation in the district
In order to ensure the implementation of the tasks set by the esteemed President to create a safe environment in mahallas, prevent crimes and offences, and ensure public safety, a preventive and cautionary appeal concerning the crime situation in the district is issued at the end of each month.
THE CRIME SITUATION IN AUGUST
As a result of preventive and operational measures carried out throughout August, the district succeeded in preventing such preventable crimes as intentional infliction of serious bodily harm, robbery, and domestic violence.
In addition, the proportion of crimes identified through the initiative of internal affairs officers improved by 3 percent compared with the same period last year.
As a result of measures aimed at ensuring a safe environment in the mahallas, no crimes were committed in 22 of the district’s 51 mahallas.
RESULTS OF OPERATIONAL AND PREVENTIVE MEASURES
As part of the operational measures carried out:
🔹 18 search operations were conducted;
🔹 9 individuals who had a negative impact on the crime situation and were involved in the illegal trafficking of narcotic drugs were identified;
🔹 8 individuals were taken into custody;
🔹 3 drug-related crimes, 1 case of procuring, 4 cases involving the unauthorized extraction of mineral resources using artisanal gold-mining methods, and 1 crime related to illegal possession of a weapon were identified;
🔹 4 wanted individuals were detained;
🔹 administrative supervision was established over 8 previously convicted individuals who fall under the requirements of the legislation on administrative supervision.
Administrative measures were taken against 57 individuals who allowed minors to be present at entertainment venues at night without the supervision of their parents or persons acting in their place.
In addition, explanatory work was carried out with 229 citizens who had left their vehicles unlocked or bicycles, carts, and other property unattended.
PREVENTING THEFT — A SHARED RESPONSIBILITY
According to the analysis, 35 percent of thefts committed in the mahallas occurred because belongings and livestock were left unattended, while 45 percent resulted from insufficient security measures in homes and retail outlets.
Today, in order to prevent such crimes, awareness-raising activities are being conducted among residents on the benefits of connecting homes, retail outlets, and other facilities to the Security Center, as well as equipping streets and public places with modern video surveillance cameras.
In particular, 190 different facilities in our district have been placed under the protection of the Security Division.

To prevent theft from your homes and other properties, I recommend placing them under security monitoring.
“SAFE AREA — 30 DAYS” CAMPAIGN
From August 1 to 31 of this year, the nationwide operational and preventive campaign “Safe Area — 30 Days” was conducted to ensure the peace and tranquility of citizens, protect their rights and legitimate interests, and prevent offences among minors.
A number of positive results were achieved during these activities.
Therefore, I ask you, dear residents, to actively cooperate in carrying out the responsible tasks of creating a safe environment in mahallas, raising minors and young people — a socially important segment of society — in the spirit of respect for and compliance with the law, and protecting their rights and interests.
Together with partner organizations, we have identified all necessary measures and specific tasks to prevent crimes and offences.
