The Constitution of the Republic of Uzbekistan, along with creating the political and legal foundations for the creation of New Uzbekistan, has determined the priority areas for the further development of the state and society.
The role of local representative bodies in these processes aimed at further improving the socio-economic development of regions and the well-being of the population is also important.
It should be noted that, at the initiative of the Head of our state, the role of the local Council is increasingly increasing in strengthening the activities of local representative bodies of state power, their broad involvement in legislative processes, socio-economic development of regions and solving population problems.
By the Decree of the President of the Republic of Uzbekistan "On measures to increase the effectiveness of the activities of local state power bodies", a number of tasks and functions of the executive branch related to resolving important issues of society and state life were transferred to local Councils.
Like all districts and cities, from January 1, 2026, the Pakhtachi District Council separated from the executive branch and organized its activities under the leadership of the Chairman of the Council, elected from among the active deputies. The deputies of the District Council paid attention to studying the problems that are troubling the population on the spot, taking a responsible approach to issues awaiting resolution, carefully preparing for and including urgent issues in the agenda of the sessions of the District Council of People's Deputies, discussing each issue in cooperation with the standing commissions, and developing clear and substantiated proposals for their solution. At the sessions of the Council, reports were heard from the heads of relevant organizations on the progress of the implementation of socio-economic development programs in the district, the work carried out to lift the population out of poverty, create jobs for them, study their needs and provide them with appropriate assistance, and ensure the employment of women and youth. Appropriate measures were determined on the issues discussed on the agenda of the sessions of the Pakhtachi District Council of People's Deputies, and their implementation was constantly monitored by the standing commissions of the District Council of People's Deputies. In the first quarter of 2026, 5 sessions were held. A total of 38 decisions were adopted at these sessions.
At the sessions of the Pakhtachi District Council of People's Deputies, 13 reports and 5 information and 20 other issues were considered within the framework of the activities of the executive authorities and other responsible organizations.
These indicators indicate that the Council has established effective control over the activities of executive bodies, and reports and information from officials on current issues are regularly discussed.
Systematic measures were taken to ensure the openness and transparency of the sessions of the District Council, as well as to inform the general public about the adopted decisions, namely, in the first quarter of the current year, a total of 5 sessions were held, and all sessions were covered online in the media.
4 draft resolutions were submitted for public discussion, and 38 Council resolutions were published through the “E-Council” system.
During the reporting period, a total of 2 normative-legal resolutions were adopted, and all 2 normative-legal resolutions underwent legal examination in the prescribed manner.
These indicators indicate that special attention is paid to ensuring openness, legality and public participation in the activities of the Council.
A total of 40 parliamentary requests were sent by the deputies of the Pakhtachi District Council of People's Deputies to state bodies and organizations within the scope of their powers.

- 40 deputy requests were considered and answered in a timely manner, and 13 of them were resolved positively.
The above figures indicate that the institute of deputy requests is working effectively, and state bodies are responding to the legitimate requests of deputies in a timely and complete manner. The deputies of the District Council are also conducting quality control and analytical activities in their regions. The implementation of the plan for implementing effective control and targeted study of the measures set out in the "Roadmaps" for the socio-economic development of the Pakhtachi district, developed on the basis of documents of the President of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis and the Government, and agreements reached during high-level visits, is also being monitored and it is planned to discuss them at the next sessions.
