In order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan No. PF-88 dated May 19, 2025 “On measures to consistently continue the reform of the sector by improving the healthcare system and the principles of providing medical services to the population in the republic”, a district health department with independent legal status was established on the basis of the district medical association.
A new model of organizing the primary health care system was introduced in 19 primary medical and sanitary care institutions in the district. As a result, in order to bring district medicine to a new level, the activities of 1 central polyclinic, 5 family polyclinics, 11 family health centers and 17 neighborhood medical centers in the district were suspended, and a consultation and diagnostic department of 1 central hospital, 14 type 1 family polyclinics, 5 type 2 family polyclinics and 1 type 2 family polyclinic branch were established.
By fundamentally revising the activities of primary health care institutions, the quality and efficiency of medical services provided in family polyclinics will be improved.
Within the framework of family polyclinics, medical teams have been reorganized in accordance with new standards and the re-attachment of the population to them has been organized.
Based on transparent mechanisms for providing medical institutions under the Department of Health with qualified personnel, all medical workers were certified, and based on its results, medical workers were hired full-time and decent working conditions were created for them.
Agreements were concluded between family doctors and the attached population, and contracts were concluded between medical institutions in the region and the State Medical Insurance Fund.
The workload of medical workers was reduced by digitizing business processes in the activities of medical institutions under the Department of Health, and by keeping all paper reports in electronic form.
In order to further improve the quality of medical services provided to the population in inpatient conditions, an additional 20 beds were added to the maternity ward of the central hospital, bringing the total number of inpatient beds from 288 to 308.
The number of day hospitals operating as part of primary health care institutions has increased from 152 to 187 places as of January 2026.
Priority tasks planned for the future:
1. Carrying out major repairs in the infectious diseases department of the Central Hospital;
2. Major repairs to the basement of the main building of the Central Hospital;
3. Reconstruction of the Karnab Family Polyclinic facility located in the Karnab Ota Medical Center;
4. Reconstruction of the Kurpa Family Polyclinic facility located in the Tinchlik Medical Center;
5. Construction of a new building for the newly established family polyclinic in the Istiklol Medical Center;
6. Reconstruction of the Mirkent Family Polyclinic facility located in the Mirkan Medical Center;
7. In order to further improve the quality of medical care provided to children aged 0-14 in the district, the 40-bed pediatric department will include 6 pediatric anesthesiology, resuscitation and intensive therapy beds;
8. Complete renovation of the water infrastructure of the central hospital (repair of the underground well). As a result, the hospital will be provided with uninterrupted water supply. That is, the land areas of the central hospital will be landscaped.
