The fundamental reforms implemented in recent years have had a positive impact on all areas of the country's development, contributing to an increase in the quality of life and well-being of our people.
In particular, the work carried out on the priority of human interests, ensuring the guaranteed rights of citizens, strengthening social protection, and improving the education and healthcare systems has led to significant changes in the lives of every segment of society.
Today, in addition to establishing strict penalties for various cases of violence against women and minors, reforms are being implemented to prevent such negative situations. Creating an environment that denies and does not tolerate violence in any form is an urgent issue today.
In particular, the adoption of the Decree of the President of the Republic of Uzbekistan No. PF-33 dated March 3, 2026 “On additional organizational and legal measures to strengthen the protection of the rights of women and children and prevent cases of oppression and violence against them” will serve to create a more solid legal foundation for protecting the rights of women and children, who are the backbone of our society, and putting an end to any form of oppression and violence against them.
In his Decree on further strengthening the protection of women's and children's rights on March 3, President Shavkat Mirziyoyev emphasized the importance of strengthening the family institution as an important direction for the formation of a healthy social environment in society, strengthening the administrative penalty of up to 5 days for sexual misconduct; establishing a penalty of up to life imprisonment for pedophiles; not transferring convicts who committed sexual offenses against minors under Articles 118 and 119 of the Criminal Code to correctional colonies; transferring the authority to investigate cases of sexual offenses under Articles 6 of the Criminal Code from the internal affairs bodies to the prosecutor's office; requiring the prosecutor's decision on the absence of signs of a crime in materials on administrative offenses for sexual misconduct; Specially trained lawyers, investigators and judges should deal with crimes of violence against women and children; in order to strengthen the protection of women who have been victims of violence and who have been issued a protection order, install special “SOS” applications on their phones, in which, when the call button is pressed, internal affairs officers within a radius of 5 kilometers will arrive at the address within 10 minutes, etc.
Also, 40 percent of marriages in our country are concluded between people aged 18-19, but based on the recommendations of international organizations that the optimal age for marriage is 21, and that people who have reached this age usually achieve financial independence and are fully prepared to start a family, introduce additional financial support mechanisms to encourage marriages between people who have reached the age of 21; encourage the conclusion of marriage contracts between couples by providing exemptions from state fees; It is proposed to increase the effectiveness of detecting early marriages by introducing a procedure for awarding 15% of the fine for violating the law on marriageable age to persons who report such a situation; to establish an interdepartmental chain for reporting early marriages and pregnancies under the age of 16 to internal affairs bodies and "Inson" social service centers, establishing administrative responsibility for failure to report such cases; to prevent dropping out of education by allowing pregnant or raising children under the age of 3 students to continue their education, etc.
I believe that the initiatives announced by the head of our state on the basis of the above Decree will further strengthen the protection of the rights of women and children and take the prevention of oppression and violence against them to a new level in the future.
