The procedure for conducting a single competition for applicants for notaries has been established
The Ministry of Justice has registered the Regulation on the procedure for conducting a single competition for applicants for notaries (registration number 3773, 11.02.2026).
The single competition is held by the Higher Qualification Commission under the Ministry of Justice and the Agency for the Assessment of Knowledge and Qualifications when a notary position becomes vacant or a new notary position is established. The single competition is held in 2 stages (tests and practical exams). The announcement of the single competition is placed in the newspaper "Inson va qonon" and the official website of the Ministry.
The 1st stage of the single competition is held by the Ministry of Justice no later than 10 days from the date of submission of the list of applicants to the Agency.
Applicants will take a test (40 tests) on state and public administration, anti-corruption, civil law, notary and inheritance law through the Agency's electronic platform (60 minutes are allocated).
An applicant who scores more than 55 points in the test is considered successful and is not required to retake the test for 1 year even if he fails the 2nd stage of the single selection.
At the 2nd stage, applicants will be tested on the electronic platform on the preparation of notarial acts and answering a problematic issue (case study) (20 minutes are allocated for preparation). If the score obtained according to the results of the 2nd stage is more than 55% of the highest score, the single selection is considered passed.
This document comes into force on April 1, 2026.
