Children affected by violence will be protected

On December 24, 2025, the Decree of the President of the Republic of Uzbekistan “On Approval of the Strategy for the Protection of Children from All Forms of Violence for 2026–2030” was adopted.
The Decree was adopted in order to effectively organize the implementation of the Law “On the Protection of Children from All Forms of Violence” and to create an atmosphere of intolerance towards all forms of violence against children in society, as well as to reliably protect their rights, freedoms and legitimate interests.
As is known, the Republic of Uzbekistan joined the Bogota Call to Action and was accepted as a member of the Global Alliance to End Violence against Children.
Starting from February 1, 2026, a professional foster family service will be established for children who have been removed from their families as a result of violence and are at risk of violence against themselves, as well as those in a socially dangerous situation.
First of all, candidates for the establishment of a professional foster family will be trained on the basis of social rehabilitation programs aimed at reducing the negative impact of psychological trauma received as a result of violence in this category of children, eliminating behavioral deviations or disruptions in relationships with family members and peers, and their consequences.
Children will be placed in a professional foster family on the basis of an agreement concluded between the “Inson” social service centers and these families.
For the care of each child placed in a professional foster family, a monthly payment of 2 times the minimum wage will be made from the funds of the State Fund for Social Protection.
In addition, funds will be allocated from the State Fund for Social Protection for the living expenses of each child in accordance with the legislative acts for the living expenses of foster children in family orphanages in the amounts established by law.
Initially, in the Kashkadarya, Navoi and Khorezm regions, and by the end of 2026 in other regions of the republic, small-scale social support centers will be established within the system of the National Agency for Social Protection.
Children who have been removed from their families due to sexual violence may also be placed separately from others by the “Inson” social service centers in the territorial centers of the Republican Center for the Rehabilitation and Adaptation of Women.
Starting from September 1, 2026, legal assistance will be provided to children who have suffered violence and children who have witnessed violence from the moment they are involved in relevant procedural actions.
A representative of the guardianship and trusteeship body shall be required to participate in all procedural actions in the pre-trial proceedings and court hearings of cases of violence against children by their legal representatives or other relatives.
The initial statements of children who have suffered violence shall be recorded on video.
Administrative liability shall be introduced for failure to report identified facts of violence against children by employees of education, healthcare and social protection organizations, regardless of their form of ownership.
Starting from March 1, 2026, a “caring family” service will be established for parents (their substitutes) of children in need of social protection in “Inson” social service centers. In this case, the “caring family” service will be organized by the Center for Child Support and Social Integration under the National Agency for Social Protection.
Parents (replacement persons) involved in the “Caring Family” service are provided with free “family therapy” services to restore broken relationships with their families and promote their socialization, taking into account the psychophysical characteristics of their children.
The decree also establishes a number of tasks for the protection and interests of children who have been removed from their families as a result of violence and are at risk of violence against them, as well as those in a socially dangerous situation.
