Public-private partnership projects

By the Resolution of the President of the Republic of Uzbekistan “On measures to develop public-private partnership in the Republic of Uzbekistan in 2024-2030”, the “Center for Public-Private Partnership Projects” project office was established within the structure of the Ministry of Economy and Finance of the Republic of Uzbekistan, including the tasks of effectively managing funds received by the Public-Private Partnership Fund.

Uzbekistan is implementing public-private partnership (PPP) projects as part of a broader strategy to attract foreign investment, modernize infrastructure, and improve the provision of public services. Since the adoption of the Law “On PPP” in 2019, the organization has been developing various PPP projects in energy, healthcare, education, transport, and other sectors.

PPP projects are implemented in partnership with International Financial Institutions such as the Asian Development Bank, the European Bank for Reconstruction and Development, the International Finance Corporation, the IDB, and the World Bank. The goal of PPP projects is to improve the quality and attractiveness of projects, ensure their sustainability, and implement them efficiently and economically.

By leveraging the experience and resources of the private sector, the government is accelerating the delivery of critical infrastructure and services, while sharing risks and creating new opportunities for growth. In particular, the Tashkent-Samarkand toll road construction project, the Tashkent city heat supply system modernization and management project, the Public-Private Partnership Project for the Provision of Hemodialysis Services in the Republic of Uzbekistan, and similar large-scale projects are among the well-known projects implemented and being expanded by the winners of the tender. You can get additional information through this link.

The procedure for implementing public-private partnership projects is carried out in accordance with the Resolution of the Cabinet of Ministers. The regulation also specifies the procedure for financing public-private partnership projects.
