Dear residents, entrepreneurs, women and young people of our district!

A few days ago, an expanded meeting chaired by our esteemed President reviewed the effectiveness of efforts to promote the socioeconomic development of Olmazor District and improve public well-being, as well as the priority tasks to be completed in the years ahead.

The Head of State set completely new and rigorous requirements for organizing work at the district and mahalla levels in today’s rapidly changing world.

We have drawn the proper conclusions from the well-founded criticism expressed by the Head of State regarding our failure to make full use of internal opportunities. In particular, preschool enrollment in the district stands at only 67 percent, the volume of services has grown by just 22 percent since the beginning of the year, and district enterprises and organizations need more than 4,000 employees with specialized secondary education. As Governor of the district, I announce that my deputies, all sector leaders and I have moved to an intensified round-the-clock working arrangement.

Dear residents of our district!

The Olmazor District Administration pledges to our people and our esteemed President that it will unconditionally carry out the following priority tasks:

Together with the responsible district officials, we will begin each working day by speaking directly with 50–60 entrepreneurs.

Our main goal is to provide employment to more than 6,000 unemployed residents, ensure a stable source of income for 3,000 families included in the social registry, and make the district free from unemployment and poverty.

To achieve this, we will organize our work in the following areas:

First, together with banks, we will develop ready-made packages of inclusive projects and offer them to entrepreneurs. Specifically:

Government buildings across the district have a total floor area of 78,000 square meters. At least 50 percent of this space will be offered to entrepreneurs under secure, long-term leases;

Under the President’s new decrees, we will offer through open bidding 52 state-owned properties in the district with a total value of UZS 100 billion;

Second, at the President’s initiative, premises on the ground floors of apartment buildings — the district has 9,000 such apartments — may now be adapted for retail and services without being reclassified as non-residential property. We will make full use of this opportunity. In addition, with seven banks increasing the unsecured loan limit from UZS 100 million to UZS 200 million, we will support another 300 new entrepreneurs and create 2,000 jobs by the end of the year.

Third, the Government is allocating sufficient resources and financial instruments on favorable terms — including industrial mortgages, loans and leasing — to add additional floors to buildings in the 305-hectare industrial zone located in the Miskin and Ibrohim Ota mahallas. We will now work directly with entrepreneurs and organize joint efforts that take account of their proposals and challenges. We will increase the number of jobs in this area from 35,000 to 100,000 and raise exports to USD 600 million.

By October 1 of this year, we will determine the locations, investors and sources of financing for two major shopping complexes that will be attractive to residents and tourists, and we will begin the work.

Fourth, a total of USD 600 million in investment will be attracted to the district this year. The launch of 56 projects will create 2,000 jobs.

Considering the large number of educational and medical institutions in our district and the favorable conditions created in recent years for developing trade and services, we will increase investment in these sectors to USD 1 billion in the coming years and create 15,000 new jobs.

This will not only provide employment for residents of our district, but will also create 5,000 jobs at 350 enterprises for people from regions outside the capital, turning our district into an employment donor area.

Fifth, by the end of the year I will ensure that industrial output reaches UZS 18.5 trillion, representing a growth rate of 120 percent, while the volume of services reaches UZS 37.5 trillion, with a growth rate of 130 percent.

Dear residents of Olmazor District!

We saw how significantly people’s spirits improved after the canal bank in the Qichqiriq mahalla was landscaped and a kindergarten, amphitheater and recreation area were built for its 5,500 residents.

Given the demand for such places in every mahalla, we will not wait until next year to continue this work!

Under this year’s plan, work is already under way on Sag‘bon, Saqichmon, Farobiy and Gulsaroy streets. Starting tomorrow, we will begin constructing tourism streets with a combined length of 8 kilometers on Talabalar, Chimboy, Ozod, Qorasaroy, Nurafshon and Oltinsoy streets.

To ensure transparency and take the wishes and proposals of our respected residents into account, I will submit plans specifying what changes will be made on each street and when for discussion by the local Council, and then announce them publicly. You — the residents of our district — will monitor the quality of the work and demand proper results!

Under a four-year program, mahallas will be fully improved following the example of Qichqiriq. We will begin this work in the Tepaguzar, Tabassum, G‘alaba, Chuqursoy and Gulsaroy mahallas this year.

We will attract USD 200 million from the World Bank and launch a project to carry out the reconstruction work initiated by the President in 15 mahallas in the Old City area.

We will continue the work launched under the “Urgent 40 Days” program and ensure that energy and utility systems operate without disruption during winter. Measures prescribed by law will be strictly applied to illegal construction.

The next important and fundamental issue is that our district is home to major and prestigious universities and institutes. The Yoshlik student town has 75,000 students!

With this in mind, the operations of the Yoshlik student town will be completely reorganized. A Situation Center has already begun operating within the town administration. Five additional staff positions will be allocated to the administration. These employees will address student employment, entrepreneurship and social issues, following the model of the “mahalla seven.”

A special directorate will be established for 41 dormitories, and more book cafés and green areas will be created.

In cooperation with the Prosecutor General and the Law Enforcement Academy, the district’s crime detection figure increased by 52, no “red” mahallas remain, and the number of crimes involving women has been halved. We will now focus on sharply reducing youth offenses and establish the “Olmazor Safety Model.”

We will engage 20 recruitment companies from countries such as Germany and Japan and open free German-language courses for 500 people. In cooperation with France, a district model will be introduced for legally placing 1,500 citizens in seasonal jobs each year.

On a 42-hectare site in the Miskin mahalla, we will begin constructing an advanced research center, student accommodation, an IT park and technopark, as well as high-tech manufacturing, educational and residential facilities.

By the end of the year, following the example of Kindergarten No. 441, we will launch at least seven new projects to construct additional buildings on the grounds of existing kindergartens in the Shifokorlar, Umid, G‘alaba, Chig‘atoy Oqtepa, Beruniy and Qichqiriq mahallas.

In addition, to promote healthy lifestyles among the public, we will introduce the “Olmazor Model,” under which food service establishments across the district will display the calorie content of dishes on their menus.

Dear fellow residents!

Full information about specific activities and facilities, responsible officials and implementation timelines for each of the areas outlined above will be published openly.

At the same time, the active participation of respected Olmazor residents and district community leaders is essential to organize this work properly and, most importantly, ensure that it produces results. As our esteemed President has emphasized, each of us should live with a sense of ownership: “This is my street, my mahalla!”

I ask you not to remain indifferent to the work being carried out in your mahallas and streets and to provide practical assistance in organizing public oversight of its progress.

I will report each month to a meeting of the Olmazor District Council of People’s Deputies on the implementation of the tasks I have undertaken. I will present the first report on this plan on October 1.

We promise to create all the necessary conditions and opportunities for you, transform our district into an area free from poverty and unemployment, preserve the results we achieve on a sustainable basis, and justify through practical results the high trust placed in us by the Head of State and our people!
