From Problem to Solution The Real Impact of Reforms in Nukus
Today, the ongoing transformations in the city of Nukus stand as a practical reflection of systemic reforms aimed at glorifying human dignity. On June 10–11 of this year, a Working Group consisting of deputies from the Legislative Chamber of the Oliy Majlis and the Jokargy Kenes inspected 12 "heavy category" neighborhoods (mahallash) and major investment projects within the city.
The core formula for socially rehabilitating neighborhoods is the creation of necessary conditions. Significant steps are being taken in the city in this direction. In particular, modern asphalt was laid on internal roads: 1.5 km in the "Jayxun" neighborhood, 2 km in "Jipek Jolı", and 1.9 km in the "Jaña Zaman" Makhalla Citizens' Assembly (MCA). Additionally, work on laying 3.1 km of clean drinking water pipelines is currently in full swing in "Jaña Zaman".
Moving away from empty declarations, a "Project Approach" system has been launched to ensure employment. In just four neighborhoods, hundreds of citizens became self-employed or secured jobs through small micro-projects. For instance, the "Eko textil" project, which is on the verge of launch in "Jayxun", will provide employment for 35 women.
As a result of targeted assistance provided by the neighborhood "seven" (mahalla yettiligi) and social workers, the number of low-income families in "Jayxun" dropped from 292 to 190, and in "Jaña Zaman" from 96 to 50. Furthermore, state-supported families were provided with food, clothing, and water purification filters.
The system of assigning vulnerable youth to senior officials for mentorship has also proven effective. In the "Jayxun" neighborhood, out of 14 unemployed youths taken under official patronage, 11 were trained in vocational skills, placed in permanent jobs, and received subsidized loans for entrepreneurship within a short period. Funding student tuition fees and providing equipment through the "Youth Notebook" (Yoshlar daftari) program serves as a guarantee for young men and women to find their place in society.
An incentive-based mechanism, rather than punishment, was chosen to reduce informal employment. As a result, the operations of enterprises facing temporary difficulties were restored. In the "Jipek Jolı" and "Nurlı Bostan" neighborhoods alone, the employment of dozens of workers at business entities was formalized, creating a guaranteed pension and social protection system for them.
The work being executed in the city of Nukus under the President's Decree PF-10 and regional programs demonstrates that the core principle of reforms—"For Human Dignity"—is acquiring a real living force on the ground. Addressing identified shortcomings through a systemic approach will elevate the city's prosperity to a brand-new level.
