Entrepreneurs' Costs for Obtaining Construction Permits to be Reduced by Up to Twofold
In this regard, the Presidential Decree signed on June 4 this year, titled "On Measures to Introduce Result-Oriented Management in the Field of Construction and to Simplify Public Services in the Sector," defined a number of tasks.
Specifically, starting from September 1, 2026, the public services stipulated in this decree will be consolidated across all regions of the republic into a single public service—the system for issuing architectural and urban planning requirements.
Starting from July 1, 2026, connecting facilities to engineering and communication networks will be implemented in a composite format based on the principle of "1 application – 1 payment – all connection points."
In cases where changes exist in the spatial planning (layout) of a project that do not affect the building's structure, strength, and fire safety, do not alter its capacity and purpose, and do not contradict urban planning norms, the practice of re-coordinating project documentation with regional councils during the urban planning expertise of the building project shall be abolished.
An additional 5 working days will be granted to rectify deficiencies identified during the process of providing public services in the construction sector.
Starting from September 1, 2026, measures will be taken to utilize video surveillance cameras in monitoring construction sites, and the mandatory installation of video surveillance cameras will be enforced at newly commenced multi-apartment housing projects built by entrepreneurs, as well as category III and IV social sphere, hotel, tourism, commercial, and industrial facilities.
This will also apply to facilities funded by the state budget with a value exceeding 3 billion UZS.
