Nukus updates 'Women's Notebook' system to streamline social welfare
The Nukus city administration has held a meeting to discuss the implementation of updated regulations for the "Ayollar Daftari" (Women's Notebook) welfare system for 2026, aimed at optimising social support for vulnerable women.
The structural changes follow the Cabinet of Ministers of the Republic of Uzbekistan’s Resolution No. 239, enacted on May 12, 2026. The new directive consolidates the registry’s previous six assistance categories into five streamlined priority groups: women in need of social protection, those aspiring to launch entrepreneurial ventures, women requiring housing improvements, individuals in need of medical and psychological assistance, and those requiring legal aid.
Under the new guidelines, registration priority will strictly target women from impoverished households already enrolled in the national "Social Register" (Ijtimoiy Reestr). Eligible women who genuinely require assistance but are not currently listed in the central register will be considered in the subsequent phase.
Local authorities confirmed that 10,469 women in Nukus have already been mapped and categorised into the newly defined five-tier system based on their specific needs.
The meeting was attended by U. Jalmenov, Chairman of the Karakalpakstan Council of the Federation of Trade Unions of Uzbekistan, government representative B. Ismaylov, First Deputy Hokim of Nukus M. Kannazarov, and the Head of the City Department for Family and Women Z. Davletnazarova, alongside members of the city working group. Detailed briefings were provided to ensure the effective rollout of the updated welfare mechanisms.
