Ensuring Public Safety Through Reform and Social Responsibility
In recent years, large-scale reforms have been consistently implemented across all sectors of the country under the leadership of the President of the Republic of Uzbekistan. These reforms are primarily aimed at strengthening human dignity, ensuring the protection of constitutional rights and freedoms, maintaining public peace and security, and improving the overall welfare of citizens.
One of the most important priorities of these reforms is the creation of a safe and stable social environment. In this regard, special attention has been given to strengthening the system of crime prevention and ensuring public safety. By the decisions of the Head of State, a reinforced system of work has been introduced to ensure the early prevention of offenses and crimes, as well as to maintain stability in the criminogenic situation throughout the country.
Today, maintaining law and order is no longer seen as the sole responsibility of law enforcement agencies. It has become a nationwide mission that requires the active participation of government institutions, civil society, and the public. The focus has shifted from simply combating the consequences of crime to identifying and eliminating the underlying causes and conditions that lead to criminal behavior.
Particular emphasis has been placed on strengthening cooperation with local communities. In order to effectively organize preventive measures, coordination meetings among law enforcement bodies have been conducted, during which targeted actions were defined based on the specific criminogenic situation in each region.
A key innovation in this process has been the introduction of a “mahalla-based approach” to crime prevention. This system allows authorities and community representatives to work directly within neighborhoods, addressing local issues in a targeted and practical manner. Within this framework, the “Mahalla Seven” initiative has played an important role in identifying social problems among residents and resolving them through mechanisms of social crime prevention.
As a result of these systematic measures and the active cooperation between law enforcement agencies and the wider community, significant progress has been achieved. The number of preventable crimes decreased by 65 cases, representing a reduction of 10.11 percent, while the number of individuals committing crimes dropped by 284 persons, or 21 percent. Moreover, in 24 out of 71 neighborhoods—representing 34 percent—no crimes were recorded at all. The number of neighborhoods classified in the “red category” also decreased by half, from ten to five.
Despite these positive developments, certain types of crimes still remain among the most common. As in many other regions, theft, fraud, and traffic-related offenses continue to account for a significant portion of criminal cases.
Analysis shows that more than half of theft crimes committed last year occurred because citizens unintentionally created opportunities for criminals by leaving their property unattended. In response, preventive victimological measures were carried out in crowded areas and around apartment buildings. As a result, more than ten thousand unattended items of property were identified and returned to their owners with appropriate warnings.
Special concern is also growing over crimes committed in cyberspace. Recent statistics indicate that nearly half of all crimes today are related to cyber activities. Modern technologies bring many opportunities, but they also create new risks.
The government is taking comprehensive measures to protect citizens from cyber threats by introducing advanced technological solutions and modern working methods. However, experts emphasize that technological measures alone are not enough. Each citizen must also develop personal awareness and resilience against cybercrime.
In many cases, cybercriminals succeed because individuals unknowingly provide their personal information by opening suspicious links or files received through the internet. Often this happens due to inattention or the temptation of quick financial gain. Such actions can give criminals easy access to personal data and financial resources.
Another serious issue that requires constant attention is road safety. During the twelve months of 2025, a total of 142 crimes related to road traffic incidents were recorded, which represents a 16.4 percent decrease compared to the same period in 2024. While this reduction is encouraging, the consequences of negligence on the roads remain tragic. Due to violations of traffic rules, ten innocent people lost their lives prematurely, and 132 others sustained injuries of varying degrees.
These statistics remind us that ensuring public safety is not only the duty of government institutions, but also a shared responsibility of every member of society.
If each of us approaches the task of maintaining a safe environment with a strong sense of responsibility, if we protect our homes, neighborhoods, and communities, and if we contribute to strengthening legal awareness and moral values in society, then our country will continue to develop as a peaceful, stable, and secure place for future generations.
Public safety begins with the awareness and responsibility of every citizen.
