The “Eight-Member” System Introduced in Mahallas
At the initiative of the President, a number of important documents aimed at fundamentally reforming the system of protecting the population and territories from emergencies have been adopted. In particular, on 20 October 2025, Presidential Decree No. 185, as well as Resolutions No. 310 and No. 311, were adopted, defining new priorities and tasks for further strengthening the system.
Based on these documents, comprehensive measures are being implemented to improve the effectiveness of emergency prevention and to enhance the safety of the population.
In Nukus city, where there are 71 mahallas, previously only four prevention inspectors were operating. As a result of the ongoing reforms, a new mechanism has been introduced whereby one state inspector is assigned to every four mahallas. Starting from 2026, their activities have been fully established.
At present, a “mahalla-by-mahalla” and “household-by-household” approach aimed at strengthening preventive work and ensuring public safety has been introduced. Within this framework, the previously existing “seven-member” mahalla team has been expanded by adding an additional link, forming the “eight-member” system.
As part of these efforts, modern computer equipment was handed over to state inspectors in order to strengthen the material and technical base of the “Mahalla Protection Service” offices established in 17 mahallas of the city.
The event was attended by Mayor of Nukus A. Daniyarov, who noted that the introduction of modern technologies in mahallas will contribute to improving the effectiveness of preventive activities and enhancing the overall level of public safety.
Officials emphasized that these measures will further strengthen systematic engagement with residents, help identify potential risks at an early stage, and increase the overall effectiveness of preventive work at the community level.
